They're are by definition not useless, because they give you veiled crystals, but will people be running around in rare gear at endgame? Of course not.
I dont think rare is useless only if you dont have legendary.
I prefer to think of rares as material rather than dealing with yet more affix loot that may or may not be an upgrade after I do math on it. :P

Rares are pretty useless, Raxx already made comments around this, as you start doing the end game Pit/etc, the rares become 100% salvaged. Blizz need to change this to drop the actual mats rather than the yellow, and save us a trip to the smith. Although the item drop qty has significantly reduced, it still serves no purpose.
Yes rares are useless. You will only be picking up rares if you need veiled crystals. Supposedly they are going to rework the crystal cost for things and have them drop more frequently on the ground so over time rares will just be the littered garbage you accidentally pick up and get pissed off about doing so. D4 just likes to make other problems while trying to get rid of current ones. They cannot get out of their own way.
