A Guide to Legion Legendaries

Legion brings several Legendary weapons and gear for your character to wear. However, finding some Legendaries can be difficult. You might also be wondering how many Legendary pieces you can equip at one time, whether you can upgrade them, and which ones are best for your class. This guide aims to cover everything related to Legion Legendaries to help you get started with chasing down that new weapon, trinket, or armor piece.
What are Legendaries?
Right from the beginning, World of Warcraft has always had a system for grading the quality of items. Starting from the bottom, items can be Poor, Common, Uncommon, Rare, Epic, or Legendary.
By and large, Legendaries are the most difficult items to acquire, and they require some effort in the form of crafting, quests, dungeons, raids, and other content. In most cases, there is an extensive time investment involved, with pieces that must be gathered and steps in the process before the Legendary is complete (such as quest lines).

Where can I get Legendaries in Legion?
Almost all Legion Legendary items are drops. These drops will be seen at a very low rate, consistent with the quality of such powerful items.
The exceptions to these varied sources are the four crafted Legendaries, as well as

and will grant a random Legendary. Obtaining a Legendary this way will not affect your chances of getting one to drop from other sources. It should be nearly impossible to get a duplicate Legendary item, and some level of "bad luck protection" also applies to Legendary items. The exception to this is with the crafted Legendaries, which are Bind-on-Equip and can be traded or auctioned.

Only specific Legendaries will drop for you. For example, a

Legendary will not drop for a

. This will be based on loot specialization—note that some Legendaries will drop for multiple specs. This means that you can switch to and use various specs freely but set your loot specialization to ensure that any Legendaries that drop will be targeted to that spec.
More difficult content will have a higher chance of dropping these items (i.e., raid bosses will have a higher chance than Dungeon Bosses or Emissary Caches).
How does bad luck protection work for Legendaries?
For each "Legendary-eligible" activity you do (e.g., kill a dungeon/raid boss, open a treasure, open an Emissary Cache, your chances of getting a Legendary increase by a small amount, increasing progressively over time until you get one.
Once a Legendary drops, the chance resets to the base drop chance, and then it will slowly rise again as you complete more Legendary-eligible activities.
Legendary bad luck protection is separate for each spec (rather than just each character), and is not account-wide. Each specialization will have a separate drop chance for another Legendary, based on the number of Legendary-eligible activities since the last drop. For example, if you have 4
Arcane

, the game will treat your character as if it has zero Legendaries and will apply drop chances accordingly.
Specialization-unspecific Legendaries (e.g.,

What types of Legendaries are there?
There will be Legendaries that fall into the following categories:
Drop for (and will provide an effect for) a single spec (e.g., just Protection

s, or just Windwalker

Drop for (and will provide an effect for) multiple/all specs in a specific class (e.g., for all

s, whether Arcane, Fire, or Frost).
Drop for (and will provide an effect for) users of a single armor class (e.g., for any cloth user—

Drop for (and will provide an effect for) specs of specific roles—either DPS, Tank, or Healers.
Drop for (and will provide an effect for) any class, any spec.
Crafted via professions, and will provide an effect for users of a single armor class (one each for cloth, leather, mail, and plate users).
Rewarded by a quest (

is the only Legendary that is a quest reward).
All Legendaries will be armor for a specific slot, except weapons, shields, or off-hands.
What will Legendaries do?
Each Legendary will have a specific effect that enhances an ability or grants some other benefit. These effects vary based on the type of Legendary (may apply only to a specific spec, class, or member of an armor class). Some Legendaries will increase throughput (damage or healing) while others are geared towards utility (survivability, movement speed, etc.).
Most Legion Legendary effects are passive rather than "On-Use." The exception to this is the Legendary trinkets, which are "On-Use."
How many Legendaries will be available?
Each spec has 8-9 Legendaries available to them (including Legendaries which work for all specs in a class) + 6 shared Legendaries, for a total of 13-14 that could potentially

per spec (plus 1 crafted Legendary per spec, and 1 quest reward).

Can I target specific Legendaries/slots?
There are slot-specific gear tokens that have a very, very small chance to produce a Legendary.
These Relinquished armor tokens are available for 0

on the Vindicaar. These tokens will produce gear appropriate to your current loot specialization, and have a slight chance to grant a Legendary specific to the corresponding slot of the token used.
In addition, there are some Legendaries with specific sources:

The slots for these four Legendaries are shoulders (cloth), feet (leather), hands (mail), and waist (plate).

How can I obtain crafted Legendaries?
There are four crafted Legendaries—one for each armor class (
cloth

plate
). The questlines for the crafted Legendaries are started by an

You must learn the pattern for the crafted Legendary item, available from the appropriate trainers in Dalaran.
The four crafted Legendaries require a series of quests and some serious materials. Each one will require some time and effort to create.
Below is a short preview of the questlines involved. Note that these lists may not be comprehensive and there may well be more steps required.

How many can be equipped at one time?
There is a 2 Legendary item equip limit. The one exception to this is the

trinket, which can be equipped

At baseline, a character can only equip 1 Legendary. The
Tier 6 Class Order Hall upgrade
will allow you to equip 1 additional Legendary (over and above the current cap).
These Order Hall upgrades grant various perks to you and your Order Hall over time, and are unlocked with

Won't Legendaries trivialize raids?
Apart from the Legendary item limit (ensuring that players who obtain multiple Legendaries aren't too overtuned), the first raids are balanced around most people
not having
a Legendary, while future tiers will be tuned around most people
having
a Legendary.
Can Legendaries be Master Looted/Group Looted?
Regardless of the loot settings for a party/raid group (Master Loot, Group Loot, Personal Loot, etc.), Legendaries are
forced personal loot
. This means that each member of the raid/party has an individual chance to receive a Legendary directly from the boss, and these cannot be looted/distributed by the Master Looter or traded between party/raid members like other gear.
What happens if I’ve obtained every Legendary for my class?
If you have obtained every Legendary for your class, you can make use of class-specific Legendary tokens. These tokens are not designed as a catch-up mechanism, but rather will drop if you have obtained
all
Legendaries available to your class (not just your spec, but ALL specs for your class).

These Artifact weapons look great and it seems like its a most wanted to get the most out of your class to the looks of it. But sadly from what I have read its only obtainable from drops that's sad so theirs a chance that a player will not get their Artifact and be stuck with out it. So sad.

Are the legendary items forced to personal loot? As in, if you're in Emerald Nightmare on master loot and a boss drops a legendary can the ML assign it, or will it be automatically awarded to someone (and similarly I guess, if it automatically assigns it could that person trade it to someone else who was "eligible")? I'm guessing it's forced personal loot and you can't share, but it would be good to know for sure if someone's seen it.

Great guide! Excellent for someone like me who was unable to play the beta and, tbh, didn't pay much attention to it, this guide really simplifies the legendary item system and how to get them! Although I did notice that under the description for Marksman Hunter "Magnetized Blasting Cap Launcher" your guide states it as 200% damage increase and 20 yard increase but the description of the item in the in game Adventure "Loot" tab, it states it as being an 800% damage increase to bursting shot and 30 yard increase.

Some info needs to be updated, you do not need to be lvl 110 for a legendary to drop for you. The necklace dropped at level 101 for a guildie of mine out of a normal treasure chest just had to wait until 110 to USE and equip it.

I just saw a Loading screen info tip telling me specificly that Legendaries can drop from anything, but have a better chance at dropping from harder stuff. Tried to take a screenshot, either it failed or my screenshot failed to save properly (recently changed directory for wow), will try to find the Screen, and upload it here.
Anyone know if its possible to find this piece of text in the game files?
Anyways posting this here, as the Creator of this guide now can update the drop sources with this, as Blizzard wont add something to their ingame tips if it is not correct.

I'm close to completing 500 world quests on my ww monk haven't got one to drop yet. My other 3 characters have completed between 150-350 world quests and I have not got one to drop for them either. I must not have enough bad luck then?
UPDATE: I have received a legendary on one of my alt's turned in my very first emissary quest (wardens) and got it from chest. Kinda disappointed wish I could've got the legendary on my main not my alt but at least I got one.

I feel like these legendaries should only drop from mythic dungeons or normal+ raids. It doesn't feel rewarding to have a chance of getting them in casual content like world quests/bosses or LFR. That's beyond broken and takes away the sense of earning them (true they're randomized but still)

Im playing sice the legion is live, done more than 500 world quests, killed all rares (adventurer achievements), lootes dozens of treasures, done at least one dungeon a day for more than 40 days now, killed many emerald nightmare bosses.
Now unlocked the 2nd legendary equip feature, but still dont have any.
Conclusion: Blizzard's "back lust streak" counter is a crap.

I got my legendary from spider boss in LFR. It just popped up, before I had the chance to loot. So there's no worry that you're gonna miss it.
After I got the legendary, I had a massive luck streak with many upgrades, titanforged etc which raised my ilvl from 839~ to 850~. I didn't have very much bad luck before that, so I wouldn't guess that matters.

Well... let it be known that I received my second Legendary neck piece yesterday.... So for that note about:
- "It should be nearly impossible to get a duplicate legendary item. (Source: Legion Summit Dev Interview, Video | Text Summary)". Let me tell you..... it is possible :(.
This was their response to me :
"I understand you are a bit concerned about receiving a duplicate Legendary >.< After checking into this, I wanted to let you know that it is rare but this can most certainly happen. I do see the Prydaz, Xavaric's Magnum Opus in your inventory and I do get it is disappointing not getting something different, but in regards to Legendary drops GM's are not able to give any drop rate information."
This is a bit ridiculous don't you think? These are supposed to be "legendary and rare"... not common.... The neck piece is already a common legendary for most people to get ONCE. But the fact that it is allowed it to drop twice to the same person, before that person has received any other legendary is a bit ridiculous. Legendaries are supposed to be unique. Never in this game have you ever been able to have multiples of the same legendary in your bags. What makes it so "legendary" at that point, and not just a really good epic quality of loot?

I don't know if you need like, super-serious stuff, or things said directly from Blizzard employees to add it in as a 'confirmed source', but I would suggest adding it in - it's quite obviously confirmed, since I just received one from said source. It wasn't from any sort of strongbox you get from winning the battleground or anything like that - Once the battleground was over, it popped up in that fade-away window by the bottom of the screen just like it normally shows when you receive loot, playing a bit of sound. I just have to vent. Let me know if you're in the same boat because it's November 30, 2016 and I feel like the only player with no legendaries. I'm getting to that point where I've given up hope. Been playing 4 to 5 toons every day since prelaunch, watching other players get legendaries from heroics like candy at Halloween. I'm getting really really mad. I'm 854 equipped basically with all crafted gear, my main weapon pattern is almost full, I have one upgrade left on my class hall, I have three 110s, which means a lot of heroics run for Blood of Sargeras and tens of thousands spent on obliterum. I complete my emissary Quests and do all the rest of the quests on the map even after completion. Of course, I average about 4 to 5 heroics a day on my toons.
Legendaries never seem to drop for me
. Everything is 825 or 835, gold, some useless goo, or a gray. I'm tired of reading how people have 4 legendaries. It's so frustrating. I keep wondering: Is there a quest I didn't do? A checkbox I didn't fill in? A form I didn't submit at the DMV? What on earth could be the cause of such insanely bad luck?

In case this hasn't been previously reported, you most definitely can get legendaries from world quests. I got one from the wardens DANGER quest mob in Azsuna (it was a withered rare, don't remember the name) west of felblaze ingress.

Hidden abilities on legendary items? Druid legendary boots Essence of Infusion have hidden ability where casting healing touch reduces Swiftmends cooldown by 3 seconds. I can't find information about this anywhere else or have heard of any other legendary hidden abilities.

This webpage has proven to be quite useful to me, as it has "worked" for me so far, it has "guessed" right each time I got a legendary (1 on my alt, 3 on my main) and it has helped me in finding out approximately how much more content I need to do before reaching the "bad luck" cap needed for it to drop.

So from what I have experienced is when you get lets say a legendary belt, every boss fight, you will have a 90% chance at getting a belt... yay! Oh then you get a legendary helm... you now have a 50/50% chance at getting either a belt or helm. Can someone explain this too me please? I have to remove my legendaries in order to get "anything" beside belt and helm to drop. Extremely frustrating!

Questions on (BLP) bad luck protection and spec specificity for leggos:
So, is it your loot spec alone that determines which leggos might drop for you or your activated spec or do either of those matter and you get what you get?
Is BLP spec specific...so if you run heals and dps and a healing leggo dropped for you last, if you change your loot spec to dps, it's a different BLP?
...if so, if a generic one for your class drops does that count toward the spec you were in when it dropped, or...?
...alternatively, if so and you have a healing leggo drop then a dps, but you're really after a generic, if you switch to your tanking spec, would you have better odds because of BLP of getting another leggo (taking the risk it's tanking and not the generic one) than if you ran heals or dps?

As of 7.3, Invasion Points can drop legendaries too.
Definitely normal ones - I received an item from Invasion Point: Sangua - and therefore probably also greater invasions.
There seem to be three up at a time, they last for 6 hours, and they're replaced with a new point when they expire. You can get loot from the same point twice in a day, provided it's a fresh spawn (e.g. if Sangua expires & is replaced by Sangua, you can get loot from both).
So that's a whole bunch of extra opportunities to pick up missing legendaries, especially considering there's no queue involved for DPS classes.

Regarding targetting specific legendaries
I'm not sure whether anybody has mentioned this, but since patch 7.3 the way you target legendaries has changed.
You can no longer target them using

Im a Priest. I have all the legendary itens for shadow and all the neutral ones... I choose loot specialization as "current" (was shadow at the time) and I won a legendary item for discipline when i was in Shadow spec. Is that correct?

Something worth mentioning is that, despite what this guide says, the daily emissary cache is one of the best ways to get legendaries. Over half of mine have come from the emissary caches (and I have 20 on my main alone, over 40 when considering all my alts). Difficulty matters (i.e. a normal dungeon boss is less likely to drop a legendary than the same boss in the mythic dungeon), but so does how much you can do the thing. You only get one M+ cache a week, so that has a higher chance (even if you only do a low M+). The daily emissaries are limited (at most seven a week) and so they have a surprisingly high chance. It seems likely this was done deliberately to make sure people who don't run high-end group content have a reasonable chance of getting legendaries after a while.

I was just wondering if there is any benefit to keeping legendaries after you no longer need them? I have like 8 stockpiled taking up bank space, can't sell them to vendors even though there is a vendor price listed on the item, and can't AH them or disenchant them. I wish they had some value - even letting us vendor them for the 60g listed would be fine. I was just wondering if they had any value at all or should I just delete them?
