Just got this from Invasion Point Aurinor. Joined using group finder, group was already @ boss and I didn't even get the chance to tag it before it was downed, however still given credit and was given this item as well. Didn't even know it existed or how useful it is. (Though being a non raider it's probably of little use to me anyway).

In case it's not obvious, this is for Outlaw rogues.

It was added as one of the spec specific Legendaries in 7.2.5
The other 2 rogue ones were:
虛幻王冠 (Assassination)
死亡開端 (Subtlety)

If you're wondering if it's any good, well I'm not much of a number cruncher myself so, to quote Icy Veins, "Middling value legendary; consistent and stable damage increase but not as potent as the stronger choices." The stronger choices, in their opinion, vary quite a bit according to the situation, so best to check their guide for details.
