This is the new Arcane Mage Broken Isles Legendary item, coming in 7.1.5. There are new Broken Isles Legendary items coming this patch, with at least one for every class available. For mages, there'll be three - one for each specialization.

Those are:
• 重力漩渦法帽, Arcane Mage's, improving 喚醒,
• 冰凍時光, Frost Mage's, improving 冰霜之球,
• 高科技熾焰燃布, Fire Mage's, improving 鳳凰烈焰.

Note that, as in 11/16/16, these are still in PTR, being subject to change.

If you get this hat, you pretty much need to change how you treat mana conservation. Just blow it constantly and evocate, otherwise it does almost nothing for you. The only time you might want to think about it is during raiding.
