TL;DR ~4 hours of work
After the building the Nether Disrupt for the 軍團之殞部隊, players will get the buff 史詩獵人. This buffs allows craftsmen to obtain 護甲師的表揚令 from 指揮官錢柏. Take this item to the <Fashion Historian>, 伊利札‧錘鬚, to learn about fashion and how to forge this amazing hammer! 伊利札‧錘鬚 sends you on a series of quests into mythic 英靈殿 (Legion dungeon), mythic 奈薩里奧巢穴 (Legion dungeon), 勇氣試煉 (Legion raid, LFR works), and the mass slaughter of innocent fel-infused murlocs. (Well, you can kill any humanoid on the 破碎海岸, but why not murlocs?) At the end, you receive 無名英雄之錘, which is consumed in crafting 瑞蘇的不敗勇氣.

Part 1: Set-up
0) Build the Nether Disruptor building in your region (i.e. NA, EU)! This is one of three buildings involved in patch 7.2's 軍團之殞部隊 result on the 破碎海岸/薩格拉斯之墓. As of patch 7.2, the buildings take approximately a week to build and last for 3 days. This may change in future patches.
1) After the Nether Disruptor is built on your region, visit 指揮官錢柏 to get the quest 虛空干擾裝置 in order to finalize the nether disruptor construction (just like a garrison building in WoD).
2) 指揮官錢柏 will offer you with the auto-complete quest 虛空干擾裝置的助力 which will reward you with a buff (i.e. 命運對你微笑) and 護甲師的表揚令. Note: 護甲師的表揚令 requires 800 鍛造.
3) Visit 伊利札‧錘鬚 to turn in the 護甲師的表揚令 to start the series of quests. Note: He does not have a exclamation point! Instead he has a speech bubble above his head and the speech option "I've brought you this Armorcrafter's Commendation." This consumes 護甲師的表揚令.

Part 2: All talk, no hammer!
4) 伊利札‧錘鬚 now offers the first quest, 流行歷史與造型風格. Simply talk to 伊利札‧錘鬚 to complete this quest. He is a fashion genius.
5) 伊利札‧錘鬚 now offers the second quest, 四錘傳說. For this quest, you need to retrieve the 四錘傳說 from Violet Citadel in Dalaran.

Part 3: Action!
6) 伊利札‧錘鬚 now offers four quests. 熱能鐵砧 is quite handy for these quests.
6.i) 神鬥士: Retrieve 雪白閃電鋼/神鬥士戰錘 from 歐丁's chest in 英靈殿 (Legion dungeon) on mythic difficulty.
6.ii) 獵龍者: Retrieve 熾熱龍炎熔渣/獵龍者戰錘 from 達古爾 in 奈薩里奧巢穴 (Legion dungeon) on mythic difficulty.
6.iii) 地獄殺戮者: Retrieve 霜脈岩礦/地獄殺戮者戰錘 from 黑爾雅 in 勇氣試煉 (Legion raid) on any difficulty you choose, including LFR.
6.iv) 先祖防護: Collect 上古惡魔鋼護甲x20 from humanoids on the 破碎海岸 to make 上古惡魔鋼x100. I recommend farming 魔鰭詛咒召喚者/魔鰭懼鱗 while in a WQGF group for 魔化咕嚕咕嚕咕嚕.

Part 4: Hammer time!
7) 伊利札‧錘鬚 now offers the final quest <!(Q) Hammer of Forgotten Heroes>無名英雄之錘. Take 傳說級鍛造補給品 to the Firmament Stone in Ironhorn Enclave, 高嶺 to forge your hammer! Cast 打造無名英雄之錘 upon to stone to make 無名英雄之錘的提箱. Make the long trek back to 伊利札‧錘鬚 to receive 無名英雄之錘. This is an excellent time to craft the 惡魔鋼錠x125 since they require the Firmament Stone, while 瑞蘇的不敗勇氣 does not.

Crafting:
無名英雄之錘 is used to craft 瑞蘇的不敗勇氣. 瑞蘇的不敗勇氣 requires 無名英雄之錘x1, 虛空裂片精華x1, 薩格拉斯之血x65, and 惡魔鋼錠x125. 虛空裂片精華 is purchasable from 戰爭法師卡斯琳 for 虛空裂片x8000 and can be traded on the AH. 薩格拉斯之血 is obtained from various source (i.e. WQs, 血獵人恩澤, gathering, etc.) around the Broken Isles, and 惡魔鋼錠 is crafted by blacksmiths for 魔岩x2 脈石礦石x1. The recipe is taught my legion blacksmith trainers for ~250g. The 無名英雄之錘 is consumed in crafting 瑞蘇的不敗勇氣!

瑞蘇的不敗勇氣 is BoE, counts towards the legion legendary cap, and requires only level 101.

How long?:
Overall, except to spend 30 minutes being confused by how to acquire a 無名英雄之錘, 10 to 20 minutes reading Wowhead for answers, an unknown amount of time waiting for the Nether Disruptor to be constructed, approximately 4 hours questing for 無名英雄之錘, 1 to 4 hours (depending on the hotfix of the day) farming 虛空裂片x8000 for 虛空裂片精華, and 250 seconds crafting 惡魔鋼錠x125. Finally, you can craft 瑞蘇的不敗勇氣 in 4 seconds! If you ignore all the work needed for the BoP and non-BoP reagents.

Note: 伊利札‧錘鬚 exists even when the Nether Disruptor is not up. My best guess is these quests can be completed while the Nether Disruptor is destroyed as long as you received 護甲師的表揚令 when the Nether Disruptor was up. However, you can receive one 護甲師的表揚令/無名英雄之錘 per a Nether Disruptor construction.

Can confirm that the hammer is simply the direct reward from completing the quest chain including; NL and HoV mythic, ToV any difficulty and farming 100 armour fragments (just north of Vengeance point is a good spot). You then just go to the Demonsteel bar place and use the quest item you're given. return the the dwarf and he gives you the hammer.

The hammer is, however, consumed up on creation of the legendary belt and the quests are no longer available to me.

I do not know if;
1 - The quests will be repeatable tomorrow
2 - The quests will be repeatable next time the Nether DIsruptor is constructed

How many times do you have to do this quest with Eliezer Hammerbeard, I went through the quest once and now it is up again, making me think one has to do it again.
I am I right or wrong please explain why.

Instead I read this from @FrostKittyPaw. Look no offense, I appreciate all the hard work you put in to your post, I really do because I wouldn't have the patience. I would just tell people what they need to know instead of a WALL O TEXT, but hey thats just me.

But if you can't even start the quest, seems like we are being punked and they like it.

I did this quest on another toon who had a lot more rep on Broken Shore and had done more of the quests, but I am not even sure there is a questline on Broken Shore or does it have to do with the Nether Disruptor? Not sure. Seriously I don't think this game is that complicated like if you just broke it down to essential elements but people just go on and on like I am doing right now. ITS EASY!@! YADA YADA YADA I AM KING OF YADA

lol..can receive one rare item needed to make a legendary piece of gear that only sells of 60k (even before prepatch only sold for 60k)..

what a joke. could take up to a month if you are unlucky and no one has netherdisruptor up..just to get this thing NOT INCLUDING GRINDING OUT THE MATERIALS.

FOR 60K? wat a joke.. i make 10k a day + just questing, vendorign trash and doing old content..

professions are pretty much dead and have been for awhile..

mount that takes one month to make (sky golem) also sells for 90k..

why am i going to take essentially 2 hours out of my day everyday to go and farm matts for a mount that sells for 90k?

10k per day.. 6 hours a day

roughly 2k every hour.

essentially out 2k a day just to make this thing..

which in the end is a loss

10k a day = 300k gold per month just from this one source
-2k a day every day to make sky golem, which takes a whole month no more no less
300k - 60k = 240k a month i am now making just questing etc
sky golem sells 90k (-the 60k invested in making it) = 30k
=270k/month
=-30k profit

LISTEN UP - its time to get with the program. wow has an economy. you cannot jsut sell things for whatever you feel like. that is not how economics works. in reality, what is giong to happen here is - people will stop making old mounts, old xmog gear because people are not buying them for waht they are legitmately worth (time invested, rarity of materials, vendor price %). when you are disenchatning 30g items to make a sha crystal you sell for 24g on the auction house, just because you keep getting undercut - well..i'm sorry that is dumb.

essentially you are kililng the game as all the smart people will over time stop posting these things on the ah as it is a waste of their time.
then what ends up happening, is the people who are looking for the items, cannot find the items on the ah..so overtime, they stop even searching for them
then, some newbie joins the game goes and farms a bunch of things adn tries to sell them and they don't sell.

that is what happens in an economy when it is not treated right.

so stop undercutting things to the point of extinction, or your precious old school profession mounts - well you will be left alone to make them yourselves basically because people are sitting in trade chat selling jade panthers for 15k gold (when it costs at least 20k to make them) like a bunch of two year olds.

If for whatever reason you're working on this, just wanted to say that I was pleasantly surprised to find that Armorcrafter's Commendation was available for 1,000 Nethershards from the Nethershard Vendor on the Broken Shore. Wish I'd know that earlier, here I was doing dailies on the Broken Shore and wondering if I could even construct the Nether Disruptor while the Mage Tower Timewalking event was up. Anyhow, just thought I'd mention it.
