Does the 250% stack or is the reduced cost the only thing that stacks? As you may or may not know, Windwalker monks are the only ones with Chi (combo-points similar), yet Chi was used by all specs prior expansions.

My thoughts & math:
My lightning did around 30,000 damage to a raider's target dummy with rough rounding (873 ilvl, unbuffed). With my haste level this would be a 3.6 second cast.

If both stack, it would be a free cost & the amplification would be 51x (/100)
Result: 1,530,000 damage ability (30,000 * 51) over 3.6 seconds = 425k dps ability

If the wording only means the cost is free, well, this would be the worst legendary -> 30k dps ability (30k*3.5/3.6)
Based on the comparison of the two I'd say both would stack, although the ranking of this legendary might still be questionably low.

The buff for this has no duration, which means that it will stack up to 20 and never run out/decrease until you use it. From my albeit minor testing. Looks like the damage does stack, my monk did 132k damage without any stacks and 1.06m damage with 20 stacks with no other buffs. From my limited testing, this might be more useful if you have a fight where you have to dps a ranged add for a few seconds, but for pure melee there seems to be little difference in overall dps even at 20 stacks. If you can stand still and use it for it's full duration I think this can add a little bit of variety to the rotation.

Forever the only spec on my monk that had no legendary was windwalker, having collected 7 for my heal and 4 for my tank specs, it was a 'legendary' surprise to get this from the emissary quest legionfall spoils. And... it's item level 1000. Joy!

This just dropped for my level 103 Nelf monk from the rare harpy Grelda the Hag in Val'sharah. And being post 7.3.5, it's level 1000. I believe the appropriate word here is "Sweeeeeeeeeet!"
