They are on the cliff walls, the red clouds towards the center of the anemone are the chemicals.

If it says "out of range":

move closer to it slowly while you spam the quest item, that helped for me.

Remember that you're indeed supposed to use the quest item near the red clouds, not the fish swimming around. That's why you get the "out of range" -message.

EDIT: I'm just clarifying what Nathanniell said above, not repeating it. I know many have been confused by this. Probably because the word "anemone" isn't a well-known one.

What you're REALLY looking for are brown, tentacled flowers fairly high up on the northern cliff wall. The Frenzies, as of today, did not aggro me (this may or may not be a bug). The "red cloud" referred to in the first comment is difficult to see, but is always in the "core" of the flower (IF it is there). Just hoped to help you others I know are screaming at the monitor about how THERE ARE NO RED CLOUDS (even though they are there).

They are around coords 47/46.

They are brown star-looking PLANTS.

Go-to the CENTER of the plant and activate the quest item!

You can actually move while extracting, once you've used the item - feel free to swim around.
Don't pay attention to the fishes either, when you're taking damage it doesn't interrupt the extract.
So just extract 8 times, don't waste time on the mobs, swim away and let them reset :)

Description

I have an idea. A brilliant idea! Those clown-looking fish have developed a symbiotic defensive relationship with the anemones. Having dismissed anemone disguise plausibilities, I've uncovered the chemical attractor that lures the fish.

I have a gyrocoptic thermascrub extractor that I've brought down to take samples. Use it to extract the chemical attractor from several of the anemones, then bring the samples back to me for rapid synthesis and deployment.
