The commendations are Bind on Account, and can be sent to other characters. Hence, you can earn 時光扭曲徽章s to buy these on an alt, to send to your main.
Each commendation grants 500 reputation at baseline, except for Mists of Pandaria commendations, which grant 300. The amount granted can be increased by any reputation buffs, such as the following (note that some of the following buffs stack):

咿哈！, available by riding the carousel during the Darkmoon Faire
恐怖面相/超脫, available during the Hallow's End Holiday Event
有福同享, available during the Pilgrim's Bounty Holiday Event
外交, one of the human racial abilities

MOST Mists of Pandaria faction Quartermasters sell Grand Commendations (available after hitting Revered) which increase reputation gains for that faction by 100% (from 300 to 600)! These can make the grind from Revered to Exalted much shorter.
