The Commendation of the Ramkahen is purchased with Timewarped Badges from the Cataclysm Timewalking vendor Kiatke in Stormwind or Orgrimmar as of Patch 6.2.3. As it states, it will awards 500 Ramkahen reputation. It is assumed that this will cost the same amount as the Burning Crusade/Lich King Commendations (50 badges each).

Ramkahen is an Uldum-based faction added in Cataclysm.

This is one of many commendations introduced with the Timewalking events. They grant reputation with various factions from previous expansions.

Here are some further notes on these commendations:

The commendations are Bind on Account, and can be sent to other characters. Hence, you can earn 時光扭曲徽章s to buy these on an alt, to send to your main.
Each commendation grants 500 reputation at baseline. The amount granted can be increased by any reputation buffs, such as the following (note that some of the following buffs stack):

咿哈！, available by riding the carousel during the Darkmoon Faire
恐怖面相/超脫, available during the Hallow's End Holiday Event
有福同享, available during the Pilgrim's Bounty Holiday Event
外交, one of the human racial abilities

Below are listed the commendations available from each event. Note that each vendor (and the items that vendor sells) are exclusive to a specific Timewalking event. For example, 庫普瑞 is only available during Burning Crusade Timewalking, and not during Catclysm Timewalking.
For the sake of completionists, "Items of Note" are listed for each faction, including the recipes/patterns for various trades, mounts, and notable Transmog weapons/shields. These are NOT comprehensive lists of items - some other low level gear potentially useful for transmog has been left out.

To use any Commendation badge to get from Neutral Reputation to Exalted Reputation will require 78 Commendations. That will cost you Timewarped Badges.
