This is one of the Order Hall pets that was introduced in Legion. The Order Hall pets are an interesting anomaly in terms of combat pets, in that they are class specific and are NOT cageable!
This means that each of these pets is available to a particular class, and there is no way to obtain it short of rolling a toon of that class and completing the steps of the Order Hall progression required to obtain it.

Blizzard has further stated that this is their intention on Twitter:

Are the battle pets obtained from the Order Halls intended to be non-tradable?
Yes, hardcore battle pet collectors will need to alt it up to complete their collections. - Muffinus (Source)
But this requires a lvl 98 alt for every class and the artifact system isn't Alt friendly?

Upon selecting this, you can periodically summon Demon bosses that can be killed for various loot, including this pet. Level Requirement: 105
術士	懼痕裂隙
薩滿	大漩渦	雪牙的信任 (雪牙)	Beast	Flavour Text: A pup of Thrall's frostwolf, Snowsong, besting her in combat has earned you a lifelong companion. Acquisition: To obtain, must battle 雪牙 in Storm's Eye Overlook. Level Requirement: 100

Some notes about these pets, and obtaining them:

The 憎恨之眼 is a shared pet - it can be obtained by either 惡魔獵人s or 術士s via their respective Order Halls.
As stated previously, you will not have to complete the full Order Hall campaign on a class to unlock the pet in question.
The Level 100 boost provides a way (albeit expensive!) to obtain a level 100 character for the purpose of snagging these pets

1 Free Level 100 boost is included with the Legion expansion. This may determine which class you decide to boost!
Further Level 100 boosts can be purchased from the in-game shop

This is one of the items available if you pick the 扭曲虛空 Order Hall Advancement.

Enter the Twisting Nether Portal once a day, located just to the right of 洛拉姆斯‧薩里比迪斯 in the Fel Hammer, in which there are demons who drop a variety of items:

鋼鐵看守者壁壘 which unlocks the Iron Warden artifact appearance for Vengeance Demon Hunters.
回春靈魂烈焰: increases healing by 50%
厲懲靈魂烈焰: Your damaging spells and abilities will periodically deal 500 Shadowflame damage to an enemy target.
固守靈魂烈焰: Increases your maximum health by 25%.
洞察靈魂烈焰: Increases the damage dealt by Eye Beam by 50% and reduces the cooldown of Eye Beam by 50%.
矯捷靈魂烈焰: Increases Haste by 25%.
憎恨之眼: non-tradeable battle pet

Dropped on live today - It has an eye on both sides, glows very bright (for a non combat pet) and flies arms reach over head height (on a blood elf)

Some of the details here aren't exactly accurate.
My Shaman was level 100 when she opened her Class Hall and was able to battle Snowfang immediately. I accidentally found him, battled him, got the pet; 1 of 3. Can do it 2 more times. WOOT!
Both my Druid and Demon Hunter have to have a Tier 2 Class Hall which you cannot get until you are level 105. My Demon Hunter reached level 105 tonight and chose The Twisting Nether so is currently waiting for the 4 hour cool down before that goes into effect. My druid is still grinding to 105 so not eligible to chose the Tier 2 Class Hall upgrade yet.

This just dropped for me from Firecaller Rok'duun, seems it can drop from any of the demons but Ra'thuzek is a pushover as a level 105 Vengeance Demon Hunter.

Once earned by the specific class (Warlock/Demon Hunter) All other classes on your account can summon it.

While it is true this pet is not cagebale, you can trade the item to other people in your party during the summoning, so if someone already has the pet they'll probably give it to you as it's worthless otherwise. So be sure to group up for this and not just tag the summoned demon outside of a group.

Took me 3 kills on my DH and 1 on my Warlock to get it. Might just be very lucky, or the drop rate is not that low.

I'm trying to get this pet on my warlock, even though it sounds like a lot less effort to get it on a DH. I've upgraded my Class Hall to level two with Demonic Offering, and this adds a new spell to the general tab of your spell book: Ritual of Doom. This lets you do a ritual with only 2 other warlocks, which is nice...try finding 4 other warlocks who'll help you in this day and age!

Not everyone needs to have upgraded to Demonic Offering, they just need to be able to get into the instance. Once you've done a summon, there's a one-day cooldown.
