This adorable pup can be obtained only by Shamans into their Order Hall. I got mine just now. We must battle Snowfang, who is located in Storm's Eye Overlook, just near Snowsong and Aggra. Actually, in Beta, Snowfang is a Epic quality best pet but with only 139 HP.

Actually Snowfang is not cagable.

At this point we can presume that every Order Hall will have his own pet? For now I only found these data:
Shaman Order Hall: The Maelstrom = Snowfang
Druid Order Hall: The Dreamgrove = Broot
Warlock/ Demon Hunter Order Halls: Dreadscar Rift, The Fel Hammer = Hateful Eye

This is one of the Order Hall pets that was introduced in Legion. The Order Hall pets are an interesting anomaly in terms of combat pets, in that they are class specific and are NOT cageable!
This means that each of these pets is available to a particular class, and there is no way to obtain it short of rolling a toon of that class and completing the steps of the Order Hall progression required to obtain it.

Blizzard has further stated that this is their intention on Twitter:

Are the battle pets obtained from the Order Halls intended to be non-tradable?

But this requires a lvl 98 alt for every class and the artifact system isn't Alt friendly?

薩滿	大漩渦	雪牙的信任 (雪牙)	Beast	Flavour Text: A pup of Thrall's frostwolf, Snowsong, besting her in combat has earned you a lifelong companion. Acquisition: To obtain, must battle 雪牙 in Storm's Eye Overlook. Level Requirement: 100

Some notes about these pets, and obtaining them:

The 憎恨之眼 is a shared pet - it can be obtained by either 惡魔獵人s or 術士s via their respective Order Halls.
As stated previously, you will not have to complete the full Order Hall campaign on a class to unlock the pet in question.
The Level 100 boost provides a way (albeit expensive!) to obtain a level 100 character for the purpose of snagging these pets

1 Free Level 100 boost is included with the Legion expansion. This may determine which class you decide to boost!
Further Level 100 boosts can be purchased from the in-game shop

I have obtained Snowfang today on my level 100 Shaman. So I'm assuming the lvl 102 requirement is old data from Beta.

If you are like me and just collecting pets here is the short version:

Level a shammy to level 100. Do the artifact questline until you get to the point where you have your artifact weapon and you are back in your order hall and you get the quest to pick which area of the Broken Isles you want to start leveling in (I was at lvl 100+71% by this point with rested).

Pick an area to start leveling (doesn't matter which).

Don't go through the portal to Dalaran, instead go in the shaman order hall to snowfang who is next to Aggra who is far north in the area on your map called Storm's Eye Overlook.

Here is the exact locat1on:

/way 35.88 79.33

Fight snowfang (Iron Starlette 1,2,1) "Wind-Up, then Supercharge, Wind-Up, then Toxic Smoke and the battle is over" (thanks to Rhunext). You get your pet.

Now go level a druid, followed by a warlock or Demon hunter. ... the things we do for our pets.

Can be acquired by simply playing through a class trial shaman up to the limit and beating it at the order hall. When the game gives you the option to buy the character or do it later, selecting "later" gives you ten more minutes before it logs and locks you out, after which you speak to Nobundo, inundate yourself as a farseer, and unlock the class hall by breaking down a rock wall. Once you break down that wall, turn around--Snowsong will be by the ledge. The pet fight is pretty straightforward, it's just Snowsong with no adds, but she does hurt and takes only half damage, so bring your heavy hitters. All she used on me was a Frost Shock/Ice Lance rotation.

The pet reward, Snowfang, is a solid pet with very high damage (P/P) and an enemy slow to compensate for her lower speed (Frost Shock), setting her up not only to probably go first next turn(s), but also for bonus damage from Ice Lance. Easy to get and very much worth picking up.
