High Warlock Xi'lun is in a small cave at the very top of the mountain. Take the "ogre path" (it's the one with the rope/wood bridges and patrolling ogres) directly to the top (entrance to the path is near the north part of the mountain).

Guide to Burning Steppes quests:

Optional breadcrumbs:

Do anytime before leaving to Chiselgrip:
Done Nothing Wrong

Keeshan is back with either:
Burning Vengeance if you did the Redridge chain or Burning Vengeance if you did not.

These three at once:
Stocking Up
A Future Project
Mud Hunter

Then:
The Sand, the Cider, and the Orb

These two at once: Warlocks Have the Neatest Stuff and Shadow Boxing

Then:
Return to Keeshan
Chiselgrip, the Heart of the Steppes

Enables these quests, which must be completed before General Thor'izog in the main chain:
Prove Yer Allegiance
Scrapped Golems (leads to Golem Training)

Main chain continues:
A Needle in a Hellhole
A Perfect Costume (4 versions) Read the quest carefully. What creature disguise do you need?
---> Orc (given to Humans and Dwarves): 2 Hides, 4 muds, 2 thread
---> Goblin (given to Gnomes): 1 hide, 3 mud, 4 thread
---> Troll (given to Night Elves): 3 Hides, 2 mud, 1 thread

Make sure you use your disguise before doing this, I went up to him without using it and ended up having to kill him.

The foot of the wood/rope bridge is on the western side of the mountain at 64.4, 37.5. Just cross the bridge and continue on up to where the guy is in the opening of the shallow cave.

Don't forget the treasure chest in the cave: 68,41. After entering the cave, at the first fork/split, keep left/straight, and at the second fork take a right and then keep going straight. It is up against a left wall as the path dead ends. It had a nice blue armor in it. Unfortunately, I couldn't use it because it was a set of plate gauntlets, and wrong set of stats, but I disenchanted it for my first Large Brilliant Shard. I'm sure this is worth more than the gauntlets at the AH.

High Warlock Xi'lun is NOT in Skull Rock, for the quest A Delivery for Xi'lun at this time he's in a shallow cave accessed over a rope bridge. The rope bridge is at 64.33 37.55, the entrance to his cave is at 69.01 43.95 and he's just inside.

A Delivery for Xi'lun

While using the Blackrock Disguise, deliver the Clear Glass Orb to High Warlock Xi'lun atop Dreadmaul Rock in Burning Steppes.

Description

Intel tells us that High Warlock Xi'lun - the final member of the Big Three - is within the cave atop Dreadmaul Peak, preparing for his big moment.

He is waiting for a delivery: an Orb of Domination, with which he can perform a powerful summoning ritual. I want you to give him this:

<Troteman hands you a glass orb.>

This is the clear glass orb that you freed from the Altar of Storms. It is powerless. Give it to Xi'lun, and cross your fingers that he doesn't notice.
