First go buy the alcoholic beverage is in Zangarmarsh, Cenarion Refuge at the inkeeper Coryth Stoktron http://www.wowhead.com/?npc=18907, the item is called Cenarion Spirits http://www.wowhead.com/?item=29112. The NPC to turn it into is right in the middle of the lower part of Falcon Watch (called: Viera Sunwhisper http://www.wowhead.com/?npc=17226). Give the beverage to her, walk down the path and use the scroll on her (she will turn into a rat!)

Note: If the NPC is not there, it's because somebody else is doing the quest currently

If you happen to be on a PvE Realm when you talk to Aledis, make sure you are close to Falcon Watch . It immediately puts you into PvP leading to a possible attack if opposite faction is nearby.
