The different questlines are based on questIDs, not on the actual NPC's ID. Therefore, having done completely seperate questlines involving this guy doesn't mean anything.. I think what you are referring to is the following:
Pretend there are five steps in a random questline. The first step is in a capital city - the dude gives you quest 1 to go to another place and deliver it. When you do that, you get quest 2. In many cases, though, you can just go directly to the second questgiver and obtain quest 2 - therefore, the one who gave you quest 1 suddenly has no quest for you, as you are on the questline already.

Hope it cleared up at least a little bit :)

Here is my experience summarized on how to get this item. I just did it on one of my characters to prepare for Timewalking in patch 6.2.

Before you start you might consider purchasing the required materials that will be required further into the quests. It can help reduce farm and speed up completion. At some point you'd need to turn in 10x以太皇族監獄鑰匙, but in addition you'd need one extra to continue the quest chain. So if I were you, buy at least 10 of these from the Auction House. Though this is not required, just saves you perhaps an hour of farm in total (if unlucky like me.)

Anyway start by doing these quests in the following order:

One tip to greatly increase the speed of the farm is to actually enter Heroic 法力墓地 because you can farm the last boss indefinitely. He will first spawn 以太信標 and these mobs will spawn 以太學徒 and these give 10 rep in Normal, and 21 rep in Heroic. If you have 4 hours to kill spamming one macro, basically create this:
/cleartarget
/targetexact Ethereal Apprentice
/use ABILITYTHATCANBESPAMMEDTOKILLSTUFF
/stopattack
/tar player
/use Battle Standard of Coordination
I've included the 協調戰旗 to speed up the process. Also helps you not forget to spawn it once it is off cooldown and the old one despawns.

Once Exalted you can go to 指揮官阿密爾的影像 and complete the final quest 哈拉瑪德之眼 (only requires Exalted, nothing else) for 哈拉瑪德之眼 and you can spawn 約兒 each time you visit the instance - no need to farm keys for one time use consumables.

As of Patch 12.0.0 Midnight Prelaunch you need to have completed this quest chain in to get the key 哈拉瑪德之眼 to summon Yor to get credit for the Endeavor "Defeat Yor" which gives 150 Endeavor Progress 150 House XP and 30 Community Coupons. I should add the NPC's you have to kill in this quest chain are Pre-launch level 80. They are easy but worth noting.

Edited to add additional notes:
When you get to the quest: 法力墓地的靜止密室 Go to Mana Tombs. Make sure you running the dungeon in Heroic Dungeon mode. This is BC dungeon level so you can one shot everything. Kill the first boss Pandemonius and enter the next room. To the left as you enter is a prison bubble. Go use the key on it and a friendly NPC will appear. He'll tell you to return to the Image of Commander Ameer back in Blade's Edge. This will complete the quest. Do what he says without completing the Dungeon. If you complete it you'll have to wait until Daily Reset before running it again.
When you return to the Image of Commander Ameer turn in the quest. The quest text reads "Word has gotten back of your heroics {name}. Haramad and I both that what you've done deserves a great reward. Though... Nevermind, you've done enough. I cannot in good conscience ask anything more from you." (This assumes you are Exalted). The 哈拉瑪德之眼 quest will be available. Complete it and you'll immediately get 哈拉瑪德之眼. Then go back and complete mana-tombs, remembering to spawn Yor before killing the Nexus Prince.
This will complete the Endeavor.
