Killing mobs under the Sentinax ship rewards 損壞的魔巡號信標, Which starts the quest 魔巡號之影 Turn this in to 路易桑多斯隊長 at Deliverance Point. You'll then be introduced to the various items you can buy with Nethershards.

魔巡號魔化成長信標: Commands the Sentinax to fire a Fel Seed at your current location, causing starlight roses to rapidly grow.

My suggestions for completing Naxt Victim Achievement;

Farming Rare Beacons
1. Contribute Legionfall War Supplies for the Nether Disruptor, until its up
2. Buy Nether Portal Disruptor from Warmage Kath'leen (across from the command table, /way 44.4, 62.2) for 250 Nethershards each (now warbound transferable)
3. Farm the Nether Portals that spawn around the island (minimap shows up as purple gate)
- each portal drops a rare beacon and requires one disruptor

Farming for the lieutenants beacons
1. Recommend at least 1 other person to maximize, but a group of 3 is most optimal
2. Go to where the Sentinax is
3. Use 1 rare beacon
4. Go to one of the portals, have the others go to different ones, three total spawn
5. After using rare beacon and going to a portal, use 1-2 green beacon (of same type) to extend the portal
-more than 2 extensions, mobs start to despawn at other portals
6. Once the portal is gone go loot your partymates dead
7. Go back to separate portal spawn points
8. Rinse and repeat until you loot or party mate does

Spawning lieutenants
1. Use the beacon
2. Find which portal it came out of
3. Kill
