To be able to get the 三分鐘送達，逾時免費 achievement you need to deliver the 一箱新鮮的微光魚 item to 有耐心的瓦哥 at 38.43, 68.24 in Valdrakken within three minutes! When you hand her the item, the rare 偉大的可汗龜 will become active, which can drop the 超級可汗龜幫 toy.

Keep in mind that the Gleamfish can be available when Vaargo is not spawned, so make sure you check that she's up before you go to the Azure Span to collect the Gleamfish.

I made it from the Gleamfish up to Vaargo with fully maxed Dragonriding in about one minute, if you wanna fly yourself.
You can not use your 爐石, but you can use the 青銅時間鎖 spell where Vaargo is, fly and pick up the fish (stay mounted) and then use it again to instantly teleport back to her.

It should be noted that the Rare is not always up.

An extremely EASY way to get this achievement is use your dragon ability Bronze Timelock to save your position where Patient Vaargo is fishing. You can then fly to the Case of Fresh Gleamfish at 45.63, 54.82 and loot it while still mounted (important that you stay mounted!)

Use your Bronze Rewind and it will immediately teleport you back to the rare, talk to Vaargo and give him the fish and it will activate - and give you this achievement!

I tried this and failed, next time it was up it didn't give me the prompt to get the bait even though it had been atleast a day or 2, guessing there might be weekly lockout to it then?

Not sure if its bugged but I just did in well under 2 minutes and did not get the achievement.

I don't know if it has to do with the Catalogue WQ that's up, but after having done it, I saw that Vaargo was up. Flew to Azure Span, got the fish, flew back (in around 1 min) and tried to turn them in.
I was unable to interact with Vaargo and turn in the fish. No way to interact. Tried using interact key as well, but still nothing. Very frustrating!

偉大的可汗龜 is in 薩爪祖斯, south of 沃卓肯 at a waterfall.
有耐心的瓦哥 must be fishing nearby and 偉大的可汗龜 must already be there, but it cannot be fought yet.
This requires an 一箱新鮮的微光魚, which is located in 蒼藍高地, in the Kauriq Gleamlet area, on a small island.
Grab the 一箱新鮮的微光魚 and if you deliver it to 有耐心的瓦哥 within 3 minutes, you will get the achievement 三分鐘送達，逾時免費.
偉大的可汗龜 also drops the toy 超級可汗龜幫.
偉大的可汗龜 is part of the achievement 薩爪祖斯冒險者.
