This ability is designed to replace Slam for Fury, pretty much; it is now used when Bloodsurge procs instead of Slam. It also has the added bonus as being a rage dump if heroic strike is not enough, along with putting up the reduced healing regardless. It is quite a nice little ability :D

Why does it say "Requires a melee weapon" when you're wielding 2 handed weapon? Is it a bug or just some random blizzard's logic (Counting off hand shields as weapons)?

Excluding the proc, the importance of this ability differes based on if you have TG or SMF, as in the case of TG, it is inferior as a rage dump to HS when CS is not up, while for SMF it is superior to HS when CS is not up as shown below:

For TG, the 230% OH damage translates into 143.75% MH, as your OH deals 62.5% of what your MH does (50x1.25=62.5x2.3=143.75), thus making it hit 30.68% harder than HS, prior to the +X damage being factored in. For SMF, it hits even harder in relation to HS. SMF has the OH weap deal an additional 40% WD making it deal 87.5% of your MH (50x1.25x1.4=87.50). Thus WS deals 201.25% MH WD (230x0.875=201.25).

Now the average boss has just under 25k armor for lev 93? which translates into 35% DR, or about 28.8% DR after taking SunderX3 and Physical Vulnerability into account. That being said, for TG, WS hitting on a target without CS up but with Sunder/Physical Vulnerability up hits for 102.35% MH damage, making rage dumping via CS preferable dps wise, as HS would deal 114.4% WD (counting Physical Vulnerability) or 11.77% more than WS without CS up, making it important to pool rage so you can spam HS while spamming RB when CS is up.

For SMF however, WS hits for 143.29% WD on a target with Sunder/Physical Vulnerability, which is 40% more than using HS with CS up, making it preferable to use WS when you have a free GCD to dump rage as opposed to pooling rage like TG does.

Use Wild Strike only if you have a Bloodsurge proc.

Your Bloodsurge passive ability talent grants your Bloodthirsts a chance to make your next 3 Wild Strikes cost 30 less rage and only trigger a 1-second global cooldown.

You should have a means of tracking when this proc is active, through an add-on such as Weak Auras.

Wild Strikes that benefit from a Bloodsurge proc are a much higher priority than those that not. Wild Strikes that do not benefit from a Bloodsurge proc could be used as a means to dump rage but arguably Heroic Strike is a higher DPS rage dump.

Does anyone else find having to hit it three times in rapid succession when it procs (and in the past, spending rage for each) annoying? At one point, I was told that I essentially had to use all three strikes immediately, lest a proc result in my wasting some. This is my least favorite part about the Fury Warrior rotation for MOP.

I don't understand, the second part of this spell doesn't work. I use this ability when it's appear like 30 times, and it wasn't proc... sad
I am level twenty two now and still no procs...

Currently Whirlwind takes the place of filler for Fury.
So Furious Slash is just redundant and is not used in rotation at all, unless you have to focus on single target and do not damage targets around..
