The other two NPCs are Morgus Grimhatchet and Corporal Jackson Silver.
Morgus Grimhatchet is wandering close to the two gnomes, so when you see those skulls on your minimap he should be nearby. Use /target Morgus if you can't locate him. He's a dwarf death knight so when you have a target with glowing blue eyes you've found him.
Jackson Silver is inside the tower there.

Pet classes - you may find this challenging to complete. As a hunter, I killed Master Engineer Cogswing and Gyro-Mechanic Lavenderp several times without getting quest credit. Only upon dismissing my pet was I able to secure the kill and receive credit.

The phase changed on me before I killed the Corporal and now I cannot complete the quest on beta.

There are currently hundreds of players camping "Master Engineer Cogswing and Gyro-Mechanic Lavenderp", but only one player/group gets to finish the quest per kill.

PEOPLE! Join a GROUP! so 5 get the quest credit at the same time, not just one. So everybody can move on faster.

I abandoned this quest thinking I could retake it, but I went back and no quest marker is there, I hope they do something about that as well :)

I left this quest on patch day (wasn't much of an alternative) and came back later. The engineers are phased out but I was able to party with an alt that was in the earlier phase to get kill credit (works even if you can't get back to the original phase). But as others have said, you still can't turn it in because the quest giver is phased out as well. I checked with General Nazgrim later in Jade Forest but no, he won't accept it, it has to be the version that spawns in this cave. Only thing to do is wait for a fix. Sigh.

I was able to turn this quest in despite having phased the area as of 12:04 PM CST today, 28 Sep 12.

Corporal Jackson Silver is inside of a small hut just southeast of where you find the engineers. Coordinates for hut are 27.87 x 23.27 - He is a level 84 and is alone in the hut. Should be easy to solo at level 85 and above. Happy hunting! :)

Regarding Cogswing and Lavenderp:
I hexed Lavenderp and engaged Cogswing. As Cogswing died, I received objective credit, but frog-Lavenderp still hopped around happily. I killed one, received credit for both.
I am not sure whether this is a bug or as intended.

If you are a rogue you can just sap one. I sapped Cogswing and killed the other one and still got credit , even though it says you need to kill both.

As of 5.4.1, cannot get credit for Corporal Jackson Silver. Tried dismissing pet, tried abandoning/reaccepting - no luck. Awaiting ticket response.

For some reason in remix we could not see two of the mobs, but got the waypoints on mob location and it worked. Just no golden dot on map

Description

Scouting reports from the Strongarm Airstrip are in, and I've underlined a few high-priority targets for you.

Two gnomish mechanics have been keeping Alliance gyrocopters in the air. Take out the mechanics, and the gyrocopters' numbers will dwindle.

A dwarven death knight wanders their perimeter. He's an adventurer like yourself - loosely allied and highly dangerous.

Finally, a name I recognize: Corporal Jackson Silver. He's a hero of the Alliance and a deadshot with a crossbow.
