I locked my XP prior to going in and I wasn't able to queue for any scenarios until I did some opening quests. Not entirely sure how many were necessary but I set my Chromie Time to MoP and did the following quests:

The King's Command
The Mission
Unleash Hell
Touching Ground

And then I was able to queue. I completed the scenario and received two achievements, the ordinary 'Expansion Features > Pandaria Scenarios' achievement and the 'Feats of Strength > Events' achievement. The tabard was in the mail, sent by Lady Jaina Proudmoore and the appearance successfully added to my collection. You can plant the Theramore banner as you would expect to be able to.

Edit: Since I have obtained the achievement, I am able to see both the Mini Mana Bomb and the Theramore Tabard on my Pandaria Remix character (tabard is Alliance-only).
