I got the tabard no less than 30-45 mins ago on my ally lvl 35 altAs of right now tho, neither are showing on the vendor
Surely they just make it so you get it for doing the scenario and not making some people spend bronze on it while others don’t. Haha surely
There should be a toy version of the tabard.You can use the tabard appearance on other characters, but you need the item itself to generate the banner.

I am not seeing them either. I am still waiting on the bomb, otherwise I will be needing to do Theramores fall as horde level 35 to nab it. Either way, hope this is actually fixed soon lol.
I can confirm that you still at least get the Mini Mana Bomb if you complete the scenario at 35. I already got the tabard a couple days ago and I don't feel like trying again, but another comment has already said they got it.
