Vengeance Overview

Grants Attack Power equal to 1.8% of unmitigated damage taken for 20 sec.
Attack Power buff from Vengeance is capped at the player's maximum health.
A dodge, parry, or miss will grant Vengeance as if the strike landed.
Receiving a critical hit will reduce Vengeance gain from that attack by 50%.
Standing in persistent area damage effects, like fire on the ground, does not grant Vengeance.
Taunting a target currently attacking another tank will make you inherit 50% of the current target's Vengeance.

Because it calculates Attack Power based on the unmitigated attack, you will not receive less Vengeance if you use a defensive cooldown. It's quite the opposite, as managing defensive cooldowns well will often allow you to take hits that you wouldn't normally be able to survive, which contributes to more Vengeance.

Because Vengeance lasts for 20 sec, it is possible to keep a high Attack Power pool even while not actively tanking. However, Vengeance recalculates every time you take damage that gives you Vengeance. So, if you're looking to maximize Vengeance on both tanks, you can in a theoretical world tank swap every 20 seconds, but if there is any AOE damage that grants Vengeance (pretty much all AOE but area damage like fire on the ground), then the effectiveness of that strategy will be reduced significantly.
