Unblockable damage? No problem!

Quick details:
1) Buff does not stack with itself.
2) Will overwrite existing buff if new one is bigger.
3) Scales fairly well with attack power; maybe too well.
4) Recieves minimal benefit from strength, if any. *
5) Minimum absorb of 2.5x stamina.

Frenzied Regeneration and Shield Barrier’s formulae have changed to:
Frenzied Regeneration at 60 rage: max(2*(AP-Agi*2), Sta*2.5)
Shield Barrier at 60 rage: max(2*(AP-Str*2), Sta*2.5)
-- Yes, these do mean that it uses your AP without base AP from Str/Agi (but does still slightly include AP from Agi/Str when you’ve got the 10% AP raid buff or other +%AP buffs).

Even though the tooltip states "Absorption amount increases with attack power." it doesn't. I simply used it without and with Battle Shout and the absorb value was the same. I went on with testing and these are the results:

Doesn't scale with: Strength, AP, mastery, hitpoints.
Does scale with: Stamina.

Absorb amount:
Maximum absorb amount (consuming 60 rage) creates a 2.5*total_stamina strong shield (result rounded down) that absorbs all kind of damage (magic / dots, too).
Using a 20 rage consuming shield will create an absorb effect that is only 1/3 as strong as a 60 rage consuming effect.

So when using a less than 60 rage consuming shield you just get a weaker version of it that uses the same scaling instead of suffering from a scaling that is any kind of worse.

Because the formula means that you'll only get +2.5 additional points of absorb value per point of stamina while each +1 stamina grants +14 HP those additional +14 HP are only covered by 17,857142857% additional absorb value.
That's why this shield is not a good choice in most cases while Shield Block will absorb at least 30% of an incoming physical attack and 60% in the event of a critical block (see tank spec mastery).

In SoO, there are a ton of boss fights that this will outperform Shield Block. For anything with multiple adds hitting you, Shield Block is the obvious choice. However, here are some examples when Shield Barrier shines. In all cases, I am referring to a full 60 rage Shield Barrier. If anyone has any abilities to add to this list, please let me know and I will update it.

Immerseus - Corrosive Blast right before the blast. Sbar and some cd's will allow you to take multiple stacks of this spell, effectively allowing you to solo tank it. A Sbar before Swirl also helps if you cannot avoid it. When the adds reach the center and explode, you can also absorb it with Sbar.

Fallen Protectors (while tanking Rook) - Vengeful Strikes before he starts. Even though this is physical damage, you cannot block while stunned.

Galakras - Flames of Galakrond Even after your other tank taunts, keep 60 rage Sbar up until your debuff falls off

Jugg - Both Sblk and Sbar are good on this fight, but I tend to use Sbar much more. Flame Vents especially. However, Ignite Armor, Seismic Activity, and Shock Pulse can all be absorbed with Sbar.

Dark Shamans - When tanking Haromm, use it for Froststorm Strike. When tanking Kadris, Froststorm Bolt.

Nazgrim - Most damage is physical, and therefore able to be blocked. The only times I would use Sbar is if, for some reason, you are unable to move away from Heroic Shockwave. Also, if you help with adds while not tanking Nazgrim, I use it exclusively while tanking Kor'kron Arcweaver

Thok - Acid Breath, Freezing Breath, and Scorching Breath

I'm trying to create a weakaura for the symbol with duration and absorb amount.
I can't get the absorb amount displayed.. Has someone maybe a Weakaura for that or an idea where to get a working one?
