Anyone know if this set is actually available in-game? And if you can only unlock it by leveling a Blackrock Orc, or if it can be bought at a vendor or something?

Once earned, the heritage armor can be used by any Mag'har alts, including low level, boosted and race changed ones.

Heritage armor:
The ones of allied races require to level up one character of that race without a level boost (heirlooms are allowed) and gain the achievement (like 光铸者的传承). Once earned, you can use this transmog on every alt of that race.
Older/main races may complete a quest chain to get their heritage armor (level 120 and exalted with their matching faction; possibly additional requirements, depending on the race).
Visit the Embassy to find the quest giver (Stormwind / Orgrimmar).
Currently (8.3), not every race has one.

Dark Iron Dwarf: Dark Iron Heritage Armor
Gnome: G.E.A.R. Commander (Gnome) Heritage Armor
