You need this talent to get Tree of Life, so if you want Tree of Life, you don't have a choice with this.

It does indeed give a strong bonus to your heal-over-time spells. However, if you like to focus more on Regrowth (with its extra 50% crit chance) and Healing Touch (with its 20% more from healing bonuses), you might not want this, or even Tree of Life.

Some players think Tree of Life makes you the best possible healer there is; it's not really the case. You can heal very effectively without it. Do what you prefer. If you don't want Tree of Life, consider getting Lunar Guidance and Nature's Grace from the Balance tree.

Is this bonus multiplicative or additional?

eg, does this increase all HoT spells healing by 0.2 extra HSP per point of SP, or does it multiply the current coeffecient by 20%?

The WoWWiki article explains how this talent works better than I can fit into a Wowhead comment, but in short:

If a spell gets 50% of your spell power untalented, it gets 60% with EmpR 5/5. If a spell gets 200% of your spell power untalented, it gets 240% with EmpR 5/5.
If you have low spell power, this talent will not increase your healing noticeably.
This talent is pretty lousy at the level it's first available, but excellent at high levels.
