WotLK DPS PvE Tier List/Rankings - Phase 4 WotLK Classic

By NerdEgghead Updated: 2023/10/04

Disclaimers About This Tier List

Class rankings will be weighted with contributions from both the early phase performance of each specialization during Heroic Icecrown Citadel progression, as well as predictions for their late phase performance in full Phase 4 BiS gear. The reason for this is two-fold:

Compared to Trial of the Crusader, which was comfortably on farm for most reasonably competent guilds within the first few weeks of Phase 3, Icecrown Citadel is considerably more difficult on 25-man Heroic difficulty, and several of the encounters will offer a meaty challenge for most Classic guilds to progress through over several months. As a result, when considering class compositions for a typical raid team that will lack the flexibility to constantly swap different specs into the roster as the phase progresses, it is important to balance both early- and late-phase performance for each specialization. Since ICC is the last major raid of the entire expansion, many raid teams may stop playing entirely after finally securing that long-awaited Heroic kill of The Lich King, so DPS rankings based only on full BiS gear will not be relevant to such groups.
In all prior phases of WotLK Classic, the relative performance of DPS specs has remained mostly static over the course of a single raid tier, with just a few shake-ups from gear scaling (Fire Mages in early Ulduar) or custom class changes (Feral Druids in late Ulduar). This will very much not be the case in ICC due to the insane boosts in player power across the board from Phase 4 itemization, which impacts each specialization quite differently due to how they scale. For example, some specs like Unholy Death Knight and Assassination Rogue, which dominate damage meters in current content and early ICC progression, are expected to fall off in performance quite substantially simply because they scale poorly with the stat gains from Phase 4 gear upgrades. Conversely, other specs that are currently middle of the pack in raw DPS, like Retribution Paladins and Fury Warriors, will see their numbers shoot up relative to other classes when approaching full BiS gear, due to the sheer power of their Phase 4 upgrades.

Unlike Trial of the Crusader, which featured mandatory AoE or cleave damage on every single encounter, the relevant damage profile for most Icecrown Citadel boss encounters is single target, so specs will be scored primarily based on their single target DPS contributions. Note that some ICC encounters like Lady Deathwhisper and Valithria Dreamwalker do involve a lot of add cleaving, but most of the difficult DPS checks in the raid are either single target burst checks (such as the Gas Cloud on Professor Putricide) or sustained single target DPS checks (such as the enrage timer on Blood-Queen Lana'thel).

When scoring the utility of each specialization, extra weight is given for stackable sources of raid utility when multiple members of a given class/spec are present in a raid comp. In WotLK, mostly highly impactful raid DPS buffs were made raid-wide (compared to party-wide in TBC) and were given multiple redundant sources, meaning that it is easy to bring the full suite of impactful buffs in pretty much any 25-man comp. As a result, simply bringing a mandatory raid buff no longer elevates a spec to S or A utility like it did in TBC, since several classes not only provide one or more such buffs but also provide significant value beyond the first member that is brought. For example, each Druid brought to a raid provides an additional Innervate and Rebirth, and each Rogue brings with them an additional Tricks of the Trade, whereas a second Frost Death Knight for example brings far less value to the raid than the first.

These rankings are min-max evaluations under the assumption that players of each spec are executing their rotations perfectly and fully maxing out their character's performance via professions and consumables. Remember to keep in mind that player always trumps class in any realistic raid environment, and in practice, your raid team will benefit more from simply recruiting and retaining the top players you can find regardless of the spec they play, rather than hyper-focusing on a single meta comp. In Icecrown Citadel, player skill is more important than ever before in Classic, both during progression and for achieving competitive clear times on farm, since a player's real DPS contribution on a fight is disproportionately influenced by their ability to (a) keep themselves alive through the plethora of deadly raid mechanics that can one-shot DPS, (b) maximize the benefit of encounter-specific buffs like Essence of the Blood Queen, and (c) juggle debuffs like Permeating Chill efficiently in order to lose as little DPS as possible without dying.

DPS Tier List Predictions for Phase 4 of WotLK Classic

S: The overall DPS throughput of these specs, including their raw single target damage, their practical performance in the context of Icecrown Citadel boss mechanics, and the synergy of their AoE toolkit with the desired damage profiles on ICC trash packs and cleave fights, is so high that stacking these specs can easily be justified in optimized raid comps. You will never go wrong adding another one of these to your roster.

A: Bringing one of each of these specs should be viewed as mandatory in most competitive raid comps, and every single competitive raid team practicing on the ICC PTR used each of these in the roster. These specs either (a) offer unique raid DPS utility that is not covered by any other PvE specialization, or (b) condense multiple sources of redundant utility efficiently into a single raid spot, while (c) still providing sufficiently strong personal DPS throughput. Note that most specs in this tier will not be optimally stacked in late ICC, since additional members simply contribute less effective DPS than their S-tier brethren.

B: This category is comprised of "strong but optional" specializations. Most optimized raid compositions will include a mixture of these specs due to the utility they provide, but none are mandatory to bring on their own since there are comparably strong alternative sources of their associated raid buffs or debuffs. However, the personal DPS output of the specs in this tier is still more than strong enough that bringing multiple to a raid is acceptable even if not optimal.

C: These specs are only brought in competitive Phase 4 rosters to fill missing holes in the raid's suite of available raid buffs, cooldowns, or crowd control, as neither their personal DPS nor their raid utility are particularly impressive in a vacuum.

D: The spec is technically viable, but is significantly outperformed by most other specs and does not bring enough utility to merit using it in lieu of alternative options.

Note that these definitions apply only to the "Overall Ranking" given to each spec. A given spec might be S tier in one or more individual categories but still may not be worth stacking in a raid comp!Phase 4 DPS Rankings and Explanations

For most of Phase 4, Affliction Warlocks will continue to sim at the upper echelon of all specs for single target throughput, but they will eventually be surpassed by Marksmanship Hunters, Retribution Paladins, Fury Warriors, and even Shadow Priests in full BiS setups due to their slightly worse scaling. As a result, Warlocks are unlikely to be heavily stacked in late phase competitive ICC rosters, but they still receive nothing short of an S rating in this list because of their phenomenal early phase performance as a premier stackable DPS for Heroic ICC progression. A number of factors contribute to the Affliction specialization's unique value for Phase 4 progression (and its popularity as a heavily stacked DPS in PTR rosters): Firstly, the spec's insane "Execute" damage spike (from Drain Soul) synergizes extremely well with many of the scariest phases of ICC boss fights occurring during the final 20-30% of the encounter. For example, Deathbringer Saurfang casts Frenzy at 30% HP, making the end of the fight a frantic DPS race. Likewise, the Mutated Plague soft enrage mechanic on Professor Putricide kicks in at 35%, as does the most challenging Mystic Buffet phase of the Sindragosa encounter. As a result, raid compositions that stack large numbers of Affliction Warlocks will have a significantly easier time handling these fights during early progression simply by exploiting the synergy between Bloodlust and Drain Soul during Execute phases. Secondly, the Warlock-exclusive mobility spell Demonic Circle: Teleport trivializes many raid mechanics that can outright wipe the raid or cause significant DPS losses when they target other classes. The most striking example of this is the Val'kyr Shadowguard adds during Phase 2 of the Heroic Lich King encounter, which randomly pick up players and drop them to their doom unless brought down to 50% HP in time. The DPS check on these adds is extremely difficult to meet in Phase 3 gear, so the fact that a Warlock target can simply invalidate the mechanic via Demonic Circle: Teleport is a game changer for early progression on The Lich King. Finally, the stackable combat resurrection utility of Demonic Soulstone cannot be overvalued during progression, especially on the numerous hard-hitting tank swap encounters in the raid where a tank death is very much recoverable with a Soulstone.

Feral Druid

Feral Druids are one of a handful of DPS specializations that received a buff from Blizzard earlier on in the expansion, implemented in the form of a custom Glyph that was not present in original WotLK. Unlike the other buffed specs, however, the custom Glyph for Ferals, Glyph of Omen of Clarity, is in a league of its own in terms of just how significantly it boosted the numerical performance of the spec. Even at Ulduar gear levels, Glyph of Omen of Clarity provided an 800+ DPS improvement over the most optimized version of the spec's old "bearweaving" rotation, causing Ferals to rank among the top 3-4 specs in the game on Patchwerk-style fights such as Ignis the Furnace Master, XT-002 Deconstructor, Steelbreaker, and Algalon the Observer. However, the true power of the Glyph comes from its impact on the gear scaling of Feral DPS, which was already one of the spec's strengths but one which now dwarfs every other spec in the game after the buff! Put simply, Glyph of Omen of Clarity results in a roughly 50% increase to the number of Cat Form special abilities that can be cast in the DPS rotation, and the damage of these specials has always scaled very well with gear, so it is no surprise that the overall Item Level scaling of the spec is now absurdly high. On top of this, the fact that 100% of a Feral Druid's DPS output is pure physical damage, the majority of which is mitigated by armor, means that the spec scales disproportionately well from the high levels of Armor Penetration Rating found on ICC physical DPS gear. When combined with one of the strongest 4-piece Tier 10 bonuses across all specs, the scaling advantage of Ferals results in the spec simming as the number 1 single target DPS in the game by late ICC.

In addition to the above numerical scaling considerations, Icecrown Citadel encounters also synergize very well with the spec's damage profile and raid utility. As an Energy pooling spec that is far from GCD locked, Ferals give up far less DPS potential than most other melee specs during temporary periods of lost melee uptime due to raid mechanics, and such mechanics are ubiquitous across the raid. The 30% passive AoE damage mitigation that Ferals get from their Predatory Instincts talent also lets them completely shrug off mechanics that can be near-lethal for other DPS, and the optional Nurturing Instinct talent can additionally be taken for even more survivability during progression at hardly any personal DPS cost. Furthermore, the ability for even a pure DPS Feral to shift into Dire Bear Form in a pinch, taunt a raid boss, and survive for a few seconds with Barkskin + Survival Instincts, was often utilized during the ICC PTR on fights like Heroic Professor Putricide, where having a DPS soak just 1 or 2 stacks of Mutated Plague in Phase 3 can make the difference between a wipe and a kill when the raid is under-geared. Finally, it is worth calling attention to the Sindragosa encounter as one where Feral Druids particularly shine due to their ability to manage their Chilled to the Bone stacks with minimal DPS loss, simply by turning off their auto-attacks (which are a small proportion of total DPS for Ferals compared to other melee) when needed.

Fire Mage

Fire Mages are the ranged counterpart to Feral Druids, and fill the same niche as a spec that is already very strong (but not top tier) for ICC progression, but which is predicted to dominate other caster DPS by late ICC due to its superior gear scaling. Similar to Ferals, Fire Mages benefit greatly from powerful Tier 10 bonuses and efficient stat allocation on their Phase 4 gear, on top of their already superb Item Level scaling. By virtue of being a ranged rather than melee DPS, the class is also intrinsically easier to stack in late phase raid compositions, since a handful of ICC encounters like the Blood Prince Council heavily penalize running too many melee DPS. Mages can also rapidly target swap far more effectively than Ferals can, making them very effective on encounters like Deathbringer Saurfang and Professor Putricide that require single target burst damage on short-lived adds. Finally, if Blizzard ends up releasing the full strength Hellscream's Warsong world buff, then the ability for heavy Mage stack compositions to completely skip a phase of the Lich King encounter may result in stacking the spec being mandatory for ICC speedruns. Given these impressive late phase strengths, one cautionary note for readers is that Mages do suffer from (a) lacking any form of stackable raid utility, and (b) poor personal survivability compared to the tankier DPS specs like Feral Druids, Affliction Warlocks, and Death Knights, making them a weaker pick for early ICC progression.

A Tier SpecsRetribution Paladin

Similar to Feral Druids, Retribution Paladins are another spec that received a mid-expansion buff in Classic WotLK via a custom Glyph, Glyph of Reckoning, which turns Hand of Reckoning into a staple damaging ability in the DPS rotation and considerably boosts the spec's single target output to be closer in line with other specs. Note that even with the buff in place, Retribution Paladins are still only middle of the pack at the end of Phase 3 on single target encounters in Ulduar and Trial of the Crusader that do not benefit from the spec's passive cleave toolkit. However, this is expected to change quite significantly by the end of Phase 4, due to a combination of three factors that each massively boost the spec's numerical performance in full BiS setups: (1) insanely strong 2-piece and 4-piece Tier 10 set bonuses (so strong that they were responsible for the spec being nerfed at the end of original WotLK); (2) the Tiny Abomination in a Jar trinket, which provides a ~1300 DPS bump in a single item slot due to the way in which its unique proc mask interacts with core Paladin abilities; and (3) the legendary axe Shadowmourne, which will be considerably easier to obtain in WotLK Classic compared to 2010. As a result, Retribution Paladins are expected to perform at the top end of all DPS specializations by late ICC, despite their average numbers during early progression.

However, the real reason for the spec's very high overall ranking in this guide is its S-tier raid utility, which makes it a mandatory pick for pretty much any raid composition. It cannot be overstated just how much of a utility powerhouse the Retribution spec really is: it provides four sources of redundant utility (Sanctified Retribution, Swift Retribution, Heart of the Crusader, and Vindication) that can fill in missing holes in a raid's suite of buffs and debuffs, but more importantly, it also provides stackable utility via an additional Blessing, another source of Mana Replenishment (from Judgements of the Wise), and one of the insanely valuable raid cooldowns Aura Mastery or Divine Guardian (depending on which build is used). The latter two cooldowns were extensively utilized across PTR progression clears of Heroic Icecrown Citadel, as they make otherwise brutal AoE raid mechanics survivable in Phase 3 gear. For example, combining Aura Mastery with Shadow Resistance Aura allows raids to survive the Infest mechanic on The Lich King, while Divine Guardian is perfectly suited to mitigate Blood-Queen Lana'thel's Bloodbolt Whirl. On top of this, the iconic Paladin cooldown Divine Intervention can be combined with a Demonic Soulstone to completely negate some of the deadliest targeted boss mechanics in the instance, such as Deathbringer Saurfang's Mark of the Fallen Champion.

Fury Warrior

Just like vanilla WoW and TBC, Fury Warriors are one of the best scaling DPS specs in WotLK as well, but unlike prior expansions, their starting point in early Wrath was so low relative to other specs that they have only just now caught up to the middle of the pack on single target fights at the end of Phase 3. Fortunately for Fury enthusiasts, the immense power spike from Phase 4 itemization will finally allow Warriors to bloom in late ICC, due to their exceptional scaling with the high levels of Armor Penetration Rating found on physical DPS gear in ICC, combined with their ability to wield Shadowmourne. Additionally, while most of the harder DPS checks in Icecrown Citadel are single target, the Fury spec's impressive cleave damage contributions from Cleave and Whirlwind will come in handy for efficiently dealing with short-lived adds like Bone Spike and Volatile Ooze, and has been especially valued by groups progressing through the Lich King encounter, where efficient cleave is particularly important for handling the multitude of add spawns that occur throughout the fight while still beating the tight enrage timer on the boss. Finally, the fact that Protection Warrior tanks will be far less popular during early ICC progression compared to prior phases means that a single Fury Warrior will always be mandatory in a raid comp due to the unique Warrior class utility provided by Commanding Shout, which is a non-negotiable buff both for tanks and for the entire raid until the arrival of the Hellscream's Warsong world buff.

Unholy Death Knight

Unholy Death Knights will exhibit the exact opposite scaling trajectory of Retribution Paladins and Fury Warriors over the course of Phase 4. The spec is currently in a league of its own in DPS contribution on Phase 3 raid content due to its extremely powerful 4-piece Tier 9 bonus, on top of the well-established single target burst potential from Summon Gargoyle that has allowed the spec to decimate damage meters since the start of WotLK Classic. These characteristics will continue to let Unholy Death Knights shine at the start of Phase 4, making them the premier melee DPS specialization to stack for ICC progression. While the spec does not provide the same stackable raid utility of an Affliction Warlock during progression, it similarly offers an insane single target burst window for quickly getting through the hardest phases of several ICC encounters, and has very high personal survivability. Given these strengths, the reason why the Unholy specialization did not make the cut for an overall S rating is due to its lackluster scaling with Phase 4 gear upgrades, causing it to fall further and further behind its peers as the phase progresses. The lack of Haste Rating on any of the spec's Tier 10 pieces, as well as the overabundance of Armor Penetration Rating (one of its weakest stats) on both Tier 10 and the strongest standalone melee items in ICC, contribute to this lackluster scaling. As a result, this Phase 1-3 titan will eventually dwindle down to a singular raid member in optimized raid compositions by late Phase 4, brought primarily for its unique ability to spread the mandatory Ebon Plague debuff via Pestilence.

Combat Rogue

Just as in Phase 1-3, all competitive raid compositions in Phase 4 will include at least one Combat Rogue specifically for the Savage Combat debuff. The only other source of the 4% physical damage debuff is the Arms Warrior specialization, which unfortunately performs so poorly that it should never be used in a serious raid. Note that the Combat specialization is already not too far behind its Assassination counterpart in single target throughput, and is in fact expected to out-scale Assassination as the highest DPS Rogue spec in full BiS setups due to its superior scaling with Armor Penetration Rating (one of the most prevalent secondary stats on ICC melee DPS gear). Unfortunately, neither PvE Rogue specialization will be able to hold its own against full BiS Feral Druids, Retribution Paladins, and Fury Warriors on pure numerical output by the end of Phase 4, so a Combat Rogue's raid spot will come entirely from its raid utility. In addition to the one mandatory Rogue who provides the essential Savage Combat and Expose Armor debuffs, it is still easy to justify rostering additional Rogues despite their mediocre raw DPS simply due to the stackable utility provided by Tricks of the Trade, which can be flexibly used either as a strong external DPS cooldown (usually on an Affliction Warlock) or as a phenomenal source of snap Threat for tanks.

Demonology Warlock

By late Phase 3, Demonology Warlocks have already fallen off in performance considerably in ToGC and Ulduar relative to their Affliction counterparts, due to the spec's intrinsically poorer gear scaling, and this trend is expected to accelerate in Phase 4 based on simulation comparisons. Nevertheless, bringing one Demonology Warlock is absolutely mandatory in any raid comp due to the Demonic Pact buff they provide, which is the strongest caster buff in the game and unique to the spec, but more than one will never be optimal given that the Affliction spec exists. Note that in addition to its baseline utility from Demonic Pact, some guilds have also been taking advantage of the Demonology spec's superb survivability (from Demonic Embrace, Fel Vitality, Soul Link, and Master Demonologist) by utilizing it as a ranged tank for Prince Keleseth on the Blood Prince Council encounter.

B Tier SpecsBalance Druid

Balance Druids are another support specialization with mediocre raw DPS output that is balanced against strong raid utility. The spec is currently performing at a below average level on single target contribution in Trial of the Crusader and Ulduar, and this was generally also the case for strong guilds practicing on the Icecrown Citadel PTR. Note that full Phase 4 BiS simulation comparisons do predict a stronger showing for Balance Druids by late ICC, but several experts believe that it will be impossible to realize the Patchwerk sim predictions for the spec in practice on most ICC encounters. The primary reason for this discrepancy is the spec's inability to efficiently DPS on the move, since Moonfire and Insect Swarm effectively have 12 second cooldowns when applied for maximum damage. This cripples the spec's practical DPS performance when confronted with the plethora of mandatory movement mechanics across Icecrown Citadel, compared to other casters like Affliction Warlocks, Fire Mages, and Shadow Priests who give up less personal DPS when on the move. Nevertheless, the spec retains its strength as a utility powerhouse, supplying multiple mandatory raid buffs: 3% Haste, 5% Spell Crit, 3% Spell Hit, and 5% Armor Penetration. While all of these buffs are unfortunately redundant with those from other strong DPS specs, it will still be very common to see Balance Druids in ICC rosters due to their stackable class utility from Innervate and Rebirth, both of which are game changers for ICC progression.

Survival Hunter

Survival is currently the strongest Hunter specialization and exhibits middle of the pack DPS performance in ToGC and Ulduar, which it is expected to maintain in ICC throughout Phase 4 based on simulation predictions. While Hunters in general are always desirable for Misdirection and Frost Trap, the primary reason for rostering the Survival spec specifically in competitive raids will be as an additional source of the valuable Replenishment buff (from Hunting Party), but many combinations of Replenishment providers will be roughly interchangeable. Note that the currently weaker Marksmanship specialization is predicted to out-scale Survival for personal DPS with sufficient gear, in part due to benefiting more from the high levels of Armor Penetration on ICC upgrades. However, Survival will still be a competitive option for late phase ICC speedruns because it provides both Replenishment and a much stronger AoE Misdirection for trash pulls (due to its higher Explosive Trap damage) in a single package.

Elemental Shaman

Elemental Shamans in ICC will fill a very similar niche to Balance Druids, namely as a support caster with mediocre DPS contribution but high utility. The spec is currently outperforming its Balance counterpart on single target benchmarks in ToGC and Ulduar, but not by an enormous margin, and both are numerically below average. In the context of ICC boss mechanics, Elemental Shamans do benefit from slightly higher mobility than Balance Druids while casting, but on the flip side, they suffer from dramatically lower personal survivability, due to their intrinsically small health pool in Phase 3 gear combined with a lack of any personal defensive cooldowns. Similar to Phase 2 and 3, optimized Phase 4 raid compositions are likely to utilize this spec as a flex swap for a Restoration Shaman healer on fights where fewer healers are required, rather than as a dedicated pure DPS. This is because the Shaman class is inherently less stackable in WotLK than its Druid counterpart, due to a lack of any external cooldowns like Innervate and Rebirth, combined with most of its Totem buffs being redundant with those provided by other classes. However, running multiple Shamans does add a tremendous amount of flexibility to a roster, by allowing the simultaneous use of Wrath of Air Totem and Windfury Totem for example, or the simultaneous use of Strength of Earth Totem and Stoneskin Totem on fights with heavy tank damage. Note that a single Elemental Shaman will be mandatory in any raid composition without a Balance Druid, since these two specializations are the only source of the 5% Spell Crit raid buff.

Marksmanship Hunter

The Marksmanship Hunter specialization is predicted to see significantly higher representation in Icecrown Citadel raid compositions by late Phase 4 compared to the status quo, for a few distinct reasons. Firstly, the Marksmanship spec falls in the same "late bloomer" category as Retribution Paladins and Fury Warriors due to its phenomenal scaling with Phase 4 gear upgrades, and is predicted to compete toe to toe with both of these specs (even after they get Shadowmourne!) when fully decked out in BiS gear. Just like Feral Druids and Fury Warriors, Marksmanship Hunters synergize incredibly well with the high levels of Armor Penetration Rating found on their ICC gear due to their reliance on physical damage, and outscale their Survival counterparts (who deal mixed damage) for this reason. It should be noted, however, that these scaling comparisons hold only for single target boss damage, and Survival may still end up contributing higher overall damage across a full ICC clear due to its superior AoE (especially after the addition of Trap Launcher: Explosive Trap).

The second factor that will result in increased utilization of the Marksmanship specialization is the very poor performance of Enhancement Shamans in ICC, which will be discussed later in this guide. Since the 10% Attack Power raid buff is absolutely mandatory for any raid composition, raid teams looking to drop an Enhancement Shaman must therefore utilize either a Blood Death Knight off-tank for Abomination's Might (which incurs a hefty DPS loss compared to a Feral in that role) or a Marksmanship Hunter for Trueshot Aura, and the latter option will become increasingly attractive as the phase progresses due to the spec's impressively high personal DPS.

Shadow Priest

Shadow Priests are unfortunately one of the absolute worst performing DPS specs in Trial of the Crusader and Ulduar at Phase 3 gear levels, losing out to even "meme specs" like pure DPS Blood Death Knights on fights without opportunities for excessive AoE padding on adds. However, this is yet another specialization that will experience a significant viability bump over the course of Phase 4 due to its gear scaling from 277 Item Level loot in Icecrown Citadel. The scaling trajectory of this spec is so steep that it is predicted to give even Affliction Warlocks a run for their money with some gear, and seeing a Shadow Priest at the top of the damage meter will be a reasonably common occurrence in practical raid environments by the end of the phase. However, the primary reason for rostering the spec in Phase 4 will remain the same as before, namely the comp flexibility it offers as another Replenishment provider (from Vampiric Touch), plus its unique group-wide healing utility from Vampiric Embrace. Note that Vampiric Embrace healing has generally not been essential for prior WotLK progression content, since incoming raid damage on Ulduar Hard Modes often came in predictable bursts that could be handled by a single Discipline Priest. By contrast, many ICC progression fights will benefit tremendously from the extra passive HPS provided by Vampiric Embrace, since encounters like Festergut, Blood-Queen Lana'thel, and Sindragosa feature non-stop continuous raid damage that will push a raid's full time healers to their limits. In fact, some groups on the ICC PTR have even experimented with assigning early Vampiric Bite priority on the Blood-Queen Lana'thel encounter to their Shadow Priest despite the spec's (currently) mediocre DPS, since the synergy between Essence of the Blood Queen and Vampiric Embrace may allow for outright cutting a dedicated raid healer.

C Tier SpecsFrost Death Knight

Frost Death Knights are still holding their own as a middle of the pack melee DPS option in current content, but they are unfortunately strictly outclassed on all relevant axes by their Unholy counterpart at current gear levels for ICC progression: (a) their single target burst damage simply cannot compete with Summon Gargoyle, (b) their AoE toolkit is less efficient on the multi-target fights, and (c) they have benefited far less from their 4-piece Tier 9 set bonus. By late Phase 4, however, Frost is predicted to come out on top as the strongest Death Knight specialization due to its superior scaling with ICC Armor Penetration gear, but the Death Knight class as a whole will be at its weakest point in the expansion by that point. The combination of these facts puts Frost Death Knights in a tough spot for overall viability, since they are neither a premier stackable melee option for early progression nor a competitive late phase DPS contender. While the spec does possess extremely high personal survivability for progression like all Death Knights, it does not contribute any stackable raid utility to offset its lower personal DPS. As a result, in an optimized min-max environment, the spec's long term raid spot will be contingent on whether or not the Improved Icy Talons buff is required in a given raid composition.

Assassination Rogue

Assassination Rogues suffer from a very similar plight as Unholy Death Knights in Icecrown Citadel. Their single target DPS on Patchwerk fights is currently stellar, but will fall off dramatically by the end of Phase 4 due to their weaker scaling with the stat upgrades found on ICC itemization compared to the higher ranked melee DPS specializations above. A large contributor to this weaker scaling behavior was a series of intentional nerfs to the class applied by Blizzard in 2010 when ICC was current content, including a cut to the scaling of poisons with Attack Power. As a result, there is still a lingering mismatch between community perception of the spec based on its pre-nerf ICC performance, versus the numerical reality of how it will perform in WotLK Classic under 3.3.5 patch balance. Unfortunately, unlike Unholy Death Knight or the alternative Combat Rogue specialization, Assassination does not contribute any mandatory raid buffs that mandate its inclusion in an optimized late phase roster, since either a Retribution Paladin or an Elemental Shaman can provide the same 3% Crit buff as Master Poisoner. Nevertheless, Rogues will always be valuable in practice for the AoE snap Threat they provide to tanks via Tricks of the Trade, and the Assassination spec will be close enough to Combat in performance that either can be used for this purpose.

Enhancement Shaman

Enhancement Shamans received the single largest viability drop between our Phase 3 tier list and this one, and for good reason. Until now, the spec has been been a mandatory pick for pretty much any raid composition as the most efficient source of the 10% Attack Power raid buff (via Unleashed Rage). Unfortunately, Heroic Icecrown Citadel calls this raid niche into question by exposing a major limitation of the spec that was never a dealbreaker in prior WotLK raiding content: its extremely poor personal survivability. The Enhancement specialization has always been known as the "squishiest" PvE spec of this expansion, due to a combination of (a) an intrinsically low base health pool, (b) absurdly low Stamina levels on its available gear throughout every content phase, and (c) a lack of passive AoE damage reduction bundled into its DPS talents. In prior WotLK raids, these limitations could always be overcome by a skilled player, since incoming damage spikes from raid mechanics were infrequent enough that Shamanistic Rage was sufficient to cover them. This is no longer the case when progressing Heroic ICC at its baseline tuning (without Hellscream's Warsong in play), and even high performance raid teams practicing on the PTR have found it nearly impossible to keep their Enhancement Shamans consistently healthy through the onslaught of frequent raid damage spikes on ICC encounters. While various forms of counterplay do exist to handle a squishier DPS member, such as funneling external cooldowns like Hand of Sacrifice, the net result is that the Enhancement spec becomes more of a liability in a progression environment. On top of this, the spec also exhibits lackluster numerical scaling due to an absence of strong ICC itemization tailored to its DPS niche as a hybrid melee spell caster, and its current middle of the pack output will fall off dramatically as the raid gears up.

Destruction Warlock

Destruction Warlocks are listed here as an off-meta alternative source of the Replenishment raid buff (from Improved Soul Leech) that is typically provided by two members out of the Retribution, Survival, and Shadow specializations. Despite being more than viable as a Replenishment provider, the Destruction specialization will remain unpopular with low raid representation in ICC, just as in prior phases, simply due to a lack of any compelling reason to use this spec specifically over its alternatives. The spec's single target output in Trial of the Crusader and Ulduar is currently adequate but a fair bit lower than that of Survival Hunters, and it is expected to be out-scaled by both Survival Hunters and Shadow Priests in ICC. Furthermore, it does not contribute the unique "soft" sources of raid utility described earlier for its competitors, such as Misdirection, Frost Trap, and Vampiric Embrace. It is worth noting, however, that Destruction Warlocks are uniquely valuable on the Deathbringer Saurfang encounter specifically, due to their ability to lock down the dangerous Blood Beast adds on this fight using Shadowfury, and having an Affliction Warlock respec to Destruction for this encounter can be a viable strategy during early progression.

Arcane Mage

Just as in Phase 3, Arcane Mages will continue to be very unique among other WotLK specs in Phase 4, in that their representation in raids will be almost non-existent despite simming better and providing more utility (via Arcane Empowerment) than their Fire counterpart. For all other classes in WotLK, theoretical sim performance tends to correlate decently well with practical raid performance and representation in logs, but Arcane is a big exception to that rule because achieving sim-level performance for the spec is impossible in any real raid environment. On one hand, the spec is massively penalized by movement mechanics, which are not modeled in simulation benchmark comparisons but are extremely common across the majority of Icecrown Citadel encounters. On top of this, realizing the theoretical ceiling for the spec's output requires precise knowledge of a raid's kill times, combined with perfect cooldown management as well as dynamic rotation adjustments to manage Mana expenditure optimally. In contrast, the Fire specialization's DPS rotation is extremely tolerant to movement due to its instant cast spells, and much easier to execute at sim level due to its lack of precise cooldown and Mana management constraints, and has therefore become the dominant specialization at all levels of play in Phase 2-3 despite simming slightly worse than Arcane in a vacuum. These trends are expected to remain exactly the same in Phase 4 as well, where Arcane continues to sim better than Fire in Phase 4 BiS gear but will see far less play in practice. Furthermore, Fire's far superior AoE performance seals the deal in its favor on several ICC encounters.

Despite these deficiencies, the Arcane specialization is still listed here as a viable swap-in option for raid compositions lacking an alternative source of the 3% damage raid buff. The most common scenarios where this can be relevant in ICC specifically are the Valithria Dreamwalker and Sindragosa encounters, where many raid teams will ask their Retribution Paladin to flex heal as Holy since these fights benefit from a larger healer count than normal.

D Tier SpecsBlood Death Knight

Prior to the launch of Trial of the Crusader, there was quite a lot of community hype around the notion of playing a Blood Death Knight as a pure DPS spec by foregoing the standard tank mitigation talents in the tree in favor of DPS talents like Dancing Rune Weapon and Bloodworms. A dedicated Blood DPS community Discord was even created for theorycrafting the spec, and several content creators publicized a community request for Blizzard to "fix" the Dancing Rune Weapon talent to behave more consistently with its tooltip (even though the talent was working accurately to original WotLK Patch 3.3.5). On the ToGC PTR, Blizzard took the bait and made several changes to the talent in order to buff its damage contribution relative to original WotLK levels and make it behave more intuitively. Unfortunately for Blood DPS enthusiasts, none of these changes ended up materially moving the needle on the viability of the Blood specialization for DPS rather than tanking. Both Warcraft Logs statistics from Phase 3, as well as simulation projections for Phase 4, put Blood DPS as well below average in total raid DPS contribution, even when the value of Unholy Frenzy on a Feral Druid is accounted for.

Beast Mastery Hunter

Similar to Blood DPS, the Beast Mastery Hunter specialization is another case that is so severely under-tuned for PvE that it is generally not worth using despite the raid DPS utility it provides from Ferocious Inspiration. As mentioned earlier in this guide, Retribution Paladins are both numerically strong enough and contribute so much other beneficial utility that they are the no-brainer choice for supplying the 3% damage raid buff in any raid composition. Alternatively, an Arcane Mage can also bring the same buff more efficiently. As a reference point, Demonology Warlock is the only PvE specialization that falls below a Beast Mastery Hunter's personal DPS output in simulations of Phase 4 BiS setups.

Unranked SpecsWarriorRogueMage

These are specializations that were deliberately not ranked because they are PvP builds that are strictly inferior in all aspects to one or more PvE specializations of the same class that shares the same raid role (melee vs. ranged) and similar gear. While players should feel empowered to play off-meta specializations that they find enjoyable, the purpose of this tier list is to rank specs in the context of a competitive raid environment, so it does not make sense to list specs that are just a respec button away from being competitively useful. Note that Subtlety Rogue in particular is not actually bad in terms of its DPS throughput relative to other specs ranked earlier, but it simply does not make sense to ever play one competitively in a PvE setting.

How is Shadow Priest a D for progression score, sharing a tier with a BEAST MASTERY HUNTER.
last i checked Spriests have -15% all damage and -25% physical damage (stacks)
Ontop of that, Spriests also have 40% leech.
Unless a raid mechanic is designed to be lethal, spriests just shrug it off, reducing the loading on healers is key to increasing raid survivability.

strange that these BiS Lists don't count as fiction... (:

Using 99th percentile numbers for anything "objective" is a bit ridiculous, unless you're writing this for that 99th percentile... who won't need your input. For something like "progression" it's insane to ignore the defensive / survivability mechanics of DPS classes as well as making no effort to look into how quickly each spec might start powering up.

How is unholy 2 tiers above frost? Post progression, you bring 1 uh for the debuff.

This list is so feral biased, it's actually ridiculous.

Don't bring the frost dk or the blood dk tank. Instead bring a bear that will die to the tank buster mechanics, then have 10 cats take turns bres him. And that's why you bring the mm hunter.

So I played Wrath back when it was content. I haven't played any "Classic" WoW at all. But when I did play Wrath I played Destro as my main. And I was always 2nd in DPS in my guild in ICC. And I was 2nd to a Warrior who had the Legendary. So either my guild was total dog crap back then. OR Classic WoW's numbers are completely different that when I was playing back then. Because even in pugs my Warlock cranked in raids as Destro. I fondly remember pumping meters back then. Was Aff technically better back then? Yes. But was Destro C tier? Nah dog you can miss me with that BS lol.
