It's always done additional damage against dazed targets - Blizzard has finally updated the tooltip to reflect just how much damage.
Blizzard has stated that future skill drops will not come from dungeons (or perhaps dungeons only), so hopefully that part of your post is completely wrong as well.
Additionally, Blizzard has also stated that the damage increase against dazed targets does not apply to the piercing howl daze.

If you read the abi spicifications this is a "Ensnared" ability..
So if you have the meta gem or the enchant surefooted.. It also counts against Pircing howl..

This is a useful talent for leveling (it lets you flee a bit more easily); it could be considering an AoE Hamstring (albeit with a shorter duration).
It's very good in PvP, WSG in particular (EotS also comes to mind). Often, a flag carrier will have an entourage of guards, and this can be used to slow the entire group down. Note that this ability will daze all targets nearby, whether there be 10 or 100.
This is also useful for tanking. When you lose threat on a target, sometimes there isn't enough time to switch and Hamstring (if Taunt is on cooldown, for example). This takes out that middle step, and even slows any other mobs in the process.
I do wonder just how much threat this actually causes.

Piercing howl doesn't cause any threat. Demoralizing shout and thunder clap are the aoe skills to use for threat.

Can this be avoided via los? I'm just thinking about in an arena if a warrior is being kited around a pillar, could the warrior pop this skill to slow their target down even if they are on the opposite side of the pillar.

How does this interact with hand of freedom and similar effects?
Hand of freedom does not remove daze effects, and this is a daze effect.
How ever it would be odd if some player abilities were not affected by HOF and similar effects.
I will do some testing and exdit in the info as I find out.
Edit: After doign some testing this is what I discovered.
Hand of freedom does not remove a mobs daze.
However it removes that of piercing howl/similar dazing abilities, and also makes the target immune to them.
Blizzard has stated that they don't want abilities to work different for pve and pvp, yet here is a golde example.
So no kitting those annoying rets while they wings up with this, unless hof is on CD or you have some one to intervene to :(

Since patch 4.0.6, I have been repeatedly unable to remove rogues or druids from stealth even with Piercing Howl. I don't see this anywhere in the patch notes, but it really sucks having no semi-spammable AoE to help us possibly break rogues out of stealth... Like this post if you agree or have experienced the same problem.

I'll concede that does not specify Piercing Howl, but it stands to *some* reason that non-damaging AoE abilities shouldn't blow stealth, especially spammable AoE. Likewise, Desecration doesn't remove stealth either, to my experience...although being close enough to a DK who's desecrating, chances are it's just a matter of seconds before some errant disease hits you.

Has a 30 second CD on the PTR making it no longer a direct Hamstring replacement for Fury Warriors. Why did this happen? Who knows. I guess it was clearly overpowered during the previous 16 years where it didn't have a cooldown.

In PvP,

is traditionally used as the opening spell of the Arms Warrior's opener. Before the stun (

) was given to Warriors in 5.0, when fighting a melee + Holy Paladin combo for example, the best way to force out the later's bubble was to catch them together, mass-slow with

, and then put the maximum AoE DPS pressure upon both enemies:

For new players learning to PvP as a Kyrian Arms Warrior, the above opener can be made into a macro:
