When you kill the Lich King with a player wearing Shadowmourne in the raid, you will get an additional item - Unsealed Chest. After bringing the chest to Darion he will open it up and let you bring the items back to their respective owners to get your rewards :

Reins of the Crimson Deathcharger - A brand new mount that looks like the Death Knight's class mount.
Muradin's Favor - A 10-minute Frost Dwarf transformation.
Jaina's Locket - A portal to Dalaran on a 1-hour cooldown, you finally have your own pocket mage!
Tabard of the Lightbringer - A tabard with a very shiny on-use effect.
Sylvanas' Music Box - A music box that plays Lament of the Highborne.

I've submitted a screenshot of a GM reply in-game of the following:

"The Sealed Chest item only drops as long as the person on the Shadowmourne quest line has 'The Lich King's Last Stand' in their quest log. Once they complete the quest, the Sealed Chest will no longer drop."

It's ONCE per Shadowmourne, NOT weekly. This will be a fairly rare item.

Alternately, if you dont want to pay exorbitant amounts of gold, you can make a macro with" /script PlaySoundFile("Sound\\Music\\GlueScreenMusic\\BCCredits_Lament_of_the_Highborne.mp3") " and the song will play anytime, without the ghosts appearing of course.

I have it but you *might* be surprised how few people have their music on, especially end-game players who are used to minimizing WoW sound for vent. Sound effect based items (like the Lil' XT pet) are usually heard but most people I've used this in front of whom don't already know about this questline just think I'm releasing ghosts.

Although you are very much correct to state that it is a reasonable question and it IS what wowhead is for.

Unfortunately the answer is a very firm no, /script commands are used to change the precoded script of (most usually your sound) ingame meta-codes. Basically meaning, unless their is a /command to alter the script of everyone else's music within say 'a 30 yard radius', it is impossible to play a sound file to other people in game through script commands.

However, I for one would perhaps like to see some sort of command that could say, script change the metacodes of your party, so that only they could hear the song (: - so not a bad idea!

I bought this yesterday on Tortheldrin. I spent 20k and I LOVE IT! I didn't even know there was such a thing until someone put it in trade to sell it. I HAD TO HAVE IT! I play it every time the hour cd is up. It's my favorite song on the WOTLK CD. I did the quest line in UC while I was lvling and fell in love. Now I'm so happy to always have it with me!

This item is a bit buggy. It is not uncommon for you to use it and never, despite having sound effects and music turned on, hear the Lament.

The other day in ICC, I used mine and didn't hear the music play. Another raid member used theirs about 20 seconds later, and I heard it just fine. Not sure what causes this.

If you already own any of the items that you purchased or were given to you, but you yourself are now fixing to complete the Shadowmourne quest, you have a problem. Four of the items and unique and therefore the quests to receive the items cannot be completed while you already own them.

Putting the items into your bank won't work, none of the items are vendorable for buyback later, and putting the tabard into void storage won't work because it's unique (I've not tested the tabard vendor yet).

Don't worry, there is another way! Thanks to Blizzard's newly released item restoration service, you can delete an item, finish the quest to receive the new item, mail it to an alt, and then use the restoration service to have your original returned to you via mail immediately. There is one catch, the item restoration service may only be used once every thirty days, so you cannot do it for all four items at once. Confirm the you have an item restoration available to you before you delete one of these very valuable items!

Just got this for 10k. A lot of people got this learned automatically WITHOUT using the item who had completed the quest, so the price has come down. A muradan's was up for 10k as well but I couldn't afford both.
Edit: Jealous down voters much?
Edit 2: New hotfix prevents this from being learned automatically just by completing the quest. Expect the price to go back to normal eventually.

As for 6.0.2 A bug occurred (That was fixed in the latest Hotfix) where players automatically learned Sylvanas's Music Box and / or 穆拉丁的禮物. (note that NOT all players learned those, only some lucky few.)

After the Hotfix players who learned those items via that bug, did indeed keep the item(s).

This appears to have been nerfed, the song used to last a lot longer..seems to be about 30 seconds for me at the moment. May just be a little buggy with the new content, but tested it 3 times and same result.

Since it's considered a toy you can use it all on characters via the collections tab. I just tried it on my priest thats on a different realm and it worked. Same with 穆拉丁的禮物 and obviously 赤紅死亡戰騎韁繩. I read in the comments for 光明使者的外袍 you can still transmog the appearance but do not get the on use effect, which is true.
