See a lot of folks having problems with this one, remember you still have to treat it like a BOE type gear you give an alt or you want to use yourself.. You must use it to make it available to other toons. Since it is cosmetic, you have to "TRANSMOG" it on the toon you bought it with.

On the toon you bought the item with:
Go to a transmog vendor, in the search box type "BREW", select the item, then hit "APPLY", you will get a popup saying "Using this item for transmogrify will make it non-refundable. Do you wish to continue?".. Click "OK"... keep it on or put back what you had it don't matter... Log out, log on your alt and POW... they will be there.
