Borrow a 梅莉的超加強版時光節拍測量器 from 梅莉‧視音 upstairs of the Eon's Fringe Inn (must have done her questline first), then use it near 酒保鮑伯. Buy an 無限茶 (30sec Duration, be quick) from 酒保泡伯, go to and drink your 無限茶, there should now be an interact-able clock, click on it, it will spawn a rare 時光調查鱷 with 3.5m HP.

only dropped a grey trash item for me, but 調查鱷的懷錶 exists in the files, possible rare drop, possibly not implemented yet.
(10.1.7 PTR now lists 時光調查鱷 as the source for 調查鱷的懷錶, but still unknown if its just a normal drop, or if something else is required to obtain it)

As of 7/31,調查鱷的懷錶 is now dropping correctly. Still might not be 100% chance however.

Toy has 60m duration, and currently no cooldown (expect this to get hotfixed).

Looted this from Investi-gator today, after about week and a half attempts at most. No additional steps were done, even interrupted gator's Rewind ability (tried once not doing it for experiment's sake).
The toy makes the character yellow and translucent for 60 minutes, reminiscent of what happens when you are sent through time during Chromie's daily. Screenshot submited.

The object you interact with after drinking the tea is at the BOTTOM of the waterfall at 54, 85, NOT the top. I flew there on a timer half a dozen times, running around and mashing my interact key, thinking that it must be an object with a spawn time attached or that it must be something tiny I was missing.

This toy's effect interact with the following mounts, removing their green effect and showing a regular appearance, however they all retain a discreet green glow:
