There is a chance to discover "Optional Reagent" recipes during an 工程學 "Tinker Malfunction". The 10-minute on-use cooldown for these tinkers will reset after killing a raid boss. A good practice for triggering these discoveries is to clear older raid content for more malfunction chances. The following are all of the recipes that can be discovered, including their respective quailty level.

The discoveries of the safety components can be farmed by resetting the cooldown via raid wipe.
Pre-requirement is 20 points in “Gears for Gear” in the Engineering “Function Over Form” specialization.
This can be done solo.
Shriekwing in Castle Nathria seems efficient for that.

Preparation

An equipment set with no items equipped for during the encounter, to make it faster to wipe and to save gold for repairing.
A macro to equip the equipment with tinkers, use them and cancel them. In my case the macro looked like that:

/equip Battle-Ready Binoculars
/cast Battle-Ready Binoculars
/stopcasting

Both things can be bound to a key.

Before repeatedly wiping to the boss

1. Clear the mobs before Shriekwing.
2. Use the tinker equipment items.
3. Activate the equipment set with no items.

Routine

1. Wipe to boss.
2. Release.
3. Use macro to equip tinker equipment items.
4. Run close to boss (outside of pull range).
5. When tinker equipment items can be used: use tinker equipment items (you can stop after having discovered all safety components).
6. Activate the equipment set with no items.
7. Continue with step 1 of routine.

If you're farming this in TWW, the easiest way is from Eternal Palace if you have invis or shadowmeld. Engage first boss. Meld. Repeat.

To discover the Optional Reagents recipes, you first must have 20 points in Gears for Gear in Dragon Isles Engineering. You then must equip on your Engineer either a pair of DI Goggles or Bracers: any quality or level will work as log as a DI tinker can be added in the Tinker Module (right-click item to add tinker). You then use the tinker after a CD (30 seconds after equip and 10 minutes after last usage) with a small chance to fail which results in a tinker malfunction and you learn the recipe. Tinker must be used in an appropriate situation, so the Tinker: Plane Displacer is the only DI tinker that can be used out of combat to possibly learn the recipe successfully.

So, craft a pair of engineering goggles, add the Tinker: Plane Displacer, find a spot you like to sit, use tinker, try again after 10 minutes, then try again and you'll learn one at a time when the tinker eventually malfunctions..... Good luck

LFR The Jailer is a good place to do this. You can equip your tinker equipment (and preferably only that), use it, pull The Jailer, then jump down one of the holes to reset the fight and the tinker cooldown. I used rank 1 Tinker: Plane Displacer.
