He sells the specification variant rogue class mounts for 1000 order resources. You need to earn the 'base' Shadowblade's Murderous Omen, and then unlock all artifact traits on the relevant artifiact to purchase the variations:

Outlaw: Bloody reins of dark portent
Subtelty: Midnight black reins of dark portent
Assassination: Mephitic reins of dark portent

Quest line for the class mount 影尊劫殺掠鴉 starts at 藥劑師基佛 on Broken Shore after completing 突破古墓 with a Rogue.

驚懼滲透者 - go to your order hall
隱匿行蹤 - watch the dialogue and travel to:
(avoid dying, the next graveyards are far away)

- Exodar: (teleport to Orgrimmar and Hyjal, then fly to /way Darkshore 38 32, pass the sea, take the ship at /way Teldrassil 52.4 89.4 to Azuremyst Isle (West) and enter the tunnel at /way Azuremyst Isle 24.53 49.77. Find the Star, use 擾亂 on the 晶鑄毀滅者 (strong elite, dies with Ardaan) and kill 『鐵面』奧爾丹.

- Darnassus: leave Exodar through the tunnel (/way 35.45 75.0 Upstairs) and take the ship back to Teldrassil. /way Teldrassil 55.10 88.59 Portal. Find 泰琳妮‧悅曲 (be careful, lots of mobs). 大聲呼救 is interruptible. Use CDs like 暗影披風.

- Ironforge: teleport to Orgrimmar and Twilight Highlands. Fly to /way Dun Morogh:Eastern 60 33, enter Ironforge and find 科林‧雙箱. Because of 重甲, you should spec Assassination or Subtlety and/or trinkets with spell damage procs. He'll run away and add some guards. 大聲呼救 is interruptible.

- Stormwind: go to /way Ironforge 74.90 51.1 and use the Deeprun Tram to Stormwind. Find 拍賣師亞克森 within the auction house.
- return to your order hall

影尊劫殺掠鴉 will be added to your mount collection automatically.

Other color schemes are obtainable by full skilled artifact weapons (提升力量):
Assassination: 禍害掠鴉韁繩
Outlaw: 血色掠鴉韁繩
Subtlety: 致命掠鴉韁繩

They are purchasable from 薩恩‧刀鏈 for 1000 大廳資源 each.

Not sure if it's just me, but this mount looks lower when you're flying than the other mounts. Sort of throws me off a bit. New druid flight form feels a little off too.

You don't need to be Exalted with the Armies of Legionfall to get your class mount.
I got my quest on the broken shore while being Revered, after finishing Breaching the Tomb and both Pathfinder achievements.

Do you not get anything extra with this mount? Other classes, such as Demon Hunter, have extra pets or toys you can buy from your order hall quartermaster, but Rogue does not?
I guess we did get Crackers during the quests.

The below is accurate for anyone who is completing this on an alt. You do not need to do any zones/reputations/quests to get this to work. This presumes that:
You have completed Legion questlines/required content on a main previously.
You have taken & skipped the questline to get to Dalaran from Orgrimmar/Stormwind.
You got into your Class Hall.

Preamble, just for rogue: you might want to be max level, as the scaling on some of the quests is not correct.

Since I did not find updated information for completing this on an alt easily, here is what I found, accurate as of the moment the changes were made to open all appearances to alts if a main completed the requirements in Legion (so 2023 and onwards, for sure):

Complete Uniting The Isles @ Khadgar in Dalaran - again, it is not required to have any reputation or do any pre-requisites. Go to Violet Citadel, take and turn in the quest instantly. You will need this to get WQs to do for your Class Hall campaign. You can do this at any point once you enter Dalaran.
Finish A Glorious Campaign achievement (your Class Hall campaign) - it takes roughly a couple of days, depending on your effort, but does have some timed missions you will have to do. Note that you can focus on the CLASS Campaign rather than the ARTIFACT Campaign - check your quest log to see where the quests fall if you are unsure. You will need to do the initial weapon quest and maybe a couple to set up your hall, but you don't have to get any reputation or go to any Legion zones to quest. I'd recommend doing all the artifacts for every spec just to have them and not get confused. Completing this should award you the Class Title at the end. If you did not receive it - you have not finished! Make sure you also complete the Heroic Weapons quest that pops up after the last quest of the campaign.
Start Legionfall Campaign @ Krasus' Landing in Dalaran. You can skip ahead and not do the scenario.
Grab the Champions of Legionfall quest from Maiev - if it is not available, you need to finish your CLASS campaign. You don't need to do any other quests in the zone.
Head to your Class Order Hall.
Take and complete the questline for the new champion offered to you.
Once completed, you might see a quest on the map in your hall, but you can't take it/find it - go to Legionfall in Broken Shore again, submit Maiev's quest, and you should be able to start your mount quest right there. The mount quest is picked up in Legionfall, but it can take a second to load in. If you are not seeing it, try relogging.
Do the quest to obtain your mount. This will unlock all mount options that exist. You should have enough resources to buy all of them even if you had none when starting the Class Hall.

Congrats, you are done! Some rewards may require extra effort, but all are available to get after these steps.

Some of rogue's unique Class Hall rewards are:
Murderous Omen (Mount)
Baneful Omen (Mount)
Crimson Omen (Mount)
Lethal Omen (Mount)
Suspicious Crate (Toy)
Mogs (masks), Toys and Pets sold by Griftah for Coins of Air (similar to Dingy Coins prior, you need ~300K if buying from scratch) - the best place to farm is in Suramar City, go ham and run loops pickpocketing all that moves.

Heads up for any rogues going for their Order Hall mount in Legion Remix: The quest that awards you this mount, "Hiding in Plain Sight", is skipped entirely in Remix. Just accept the quest from Lillian, listen to her talk a bit, and then go hand it in next to Jorach in the Chamber of Shadows. Bam, you have your mount, easy as pie.
