時光裂片 is an item level 840+ Trinket that drops from 諫言者凡卓斯 in 幽暗地道. Obtaining the amulet 星辰串鍊 (in addition to the trinket) from 諫言者梅朗卓斯 in 眾星之廷 activates the 2-set bonus, which supercharges the trinket proc!

Below is a comparison of the proc with and without the 2-set bonus:

Without 2-Set Bonus	Equip: Your spells and abilities have a chance to grant you 6159 Haste and 15% movement speed for 10 sec.
With 2-Set Bonus	Equip: Your spells and abilities have a chance to grant you 7159 Haste and 30% movement speed for 10 sec.

幽暗地道 and 眾星之廷 are two dungeons that are unlocked midway through the main Suramar questline. They are unique when it comes to Legion dungeons, as they will be ONLY available on Mythic difficulty.

Because these dungeons will only be seen at level 110, they have unique loot - there are gear pieces with 2-piece set bonuses that you can obtain!
Some more details:

There is 1 set for each armor class, as well as 2 other sets that can be equipped by any armor class.
For all sets, one piece drops in 幽暗地道 and the other in 眾星之廷

The mentioned value of the haste buff here is wrong. I got mine today on 845 and the buff only grants me 5020 haste instead of the 6453.
Edit: Did some testing on how often this procs and i got the proc every 1-2 minutes so not that often.

Did some testing today on this item. Fury warrior, item level 855, 5 min per test with more or less the same rotation and burst windows, on raid boss dummy.

Nightborne Defender's Badge + Spiked Counterweight = ~472k
Chrono Shard + Spiked Counterweight = ~482k
Chrono Shard + Nightborne Defender's Badge = ~489k

Note: These tooltips match the actual ilvl and stats on the items I have, with the addition of a +150 versatility gem in the Badge.
EDIT: Skada indicated the uptime on the Chrono Shard proc at ~20%, which for a 5 minute test lines up with the ~1 ppm stated by others.

For those of you who have this lovely item, and maybe even the set.

I wanted to have a bit of fun learning weak auras and made this very simple ticking clock sound effect for the proc of Acceleration.

NOTE: There is no ICD on the proc rate (have had back-to-back Acceleration buffs). This performs very well for a Ret Paladin.

I'm on my hunter and auto shot can proc this, so yeah you DON'T have to only be caster to use this or use actual spells/abilities

This is awesome for Prot warriors. The proc rate is great if u pick up at least 2 packs min. Have this (ilvl 915 rolling shards from 奇術師瓦須林 on the Vindicaar) and along with 星辰串鍊 it rocks the set bonus. Shame mine is only 885 ilvl though

While using this on my destruction warlock it seems to proc at least once per minute and I have had times when it procs 3 or 4 times. Because I have a 910 version of this I can't even use the pantheon trinket I have because with my current gear I sim about 40-100k less (depending on the fight).

For those wondering if you should farm this for your speed druid like I did, its equip effect is disabled at level 50 and above.
