Easiest way I've found to get to the Lagoon Pool where you can fish this up is to find a path leading down to the water that starts in the Ruins of Ata'gar in Frostfire Ridge at 19, 12. The pool itself is at 21,9.

Sorry if this is a dumb question but can anyone confirm if anyone else can see the spotlight on you or if it it just yourself? The only reason i am asking is because some toys are self only, for example 虛無圖騰, when the sky turns all spooky and dark, only you can see the effects and other people can only see them if they use the same toy.

Confirmed you need to be at 11 Draenor fishing in order to fish it up. Tried at 10, no go, fished up another fish outside pool and it worked.

Ever since War Within, sometimes this won't activate from having it on my bar or even by clicking it from my toybox. It's also not on cooldown but it seems random but often that it won't activate. Must be some bug that blizzard hasn't fixed yet / doesn't care.
