Well, this is the new version of the 10/25 man Scrapbot achievement that was implemented with 7.3.5.
What is great about this is, I did both versions before the Patch hit and didn't get this one..
I wouldn't have cared if it was ANY other Ulduar achievement, but this one is probably close to impossible to do without lvl 80/85 characters.
I can just hope Blizz gets their stuff together and fixes this.

This is an extreme RNG achievement, so prepare to spend a lot of time attempting this, as there are numerous factors that come into play. Firstly if you're soloing, you will need to position the boss correctly (example: close to the left end of the staircase where the boss is) and hope for a good spawn pattern, as well as 4x spawns of Scrapbots instead of the Junkbot. Then you need to carefully kite the boss in order to line up the Scrapbots close to the Boombots so that they will explode when the Boombot detonates. It's suggested to attempt this on a class that can reset the boss (hunter, rogue), as you will probably need a lot of those.

Was able to do it as Frost Mage with only Artefact weapon equiped, no gear, pulled to front left corner, dealt dps until 49% hp, so he had 2 exposed heart casts.
Killed any mobs that get too close, after 2nd exposed finished i kited the boss around using the 2 blinks until mobs got grouped then runned boss through them. Achievement pop.
Note: if you fail you can always cast Invisibility and boss resets, also Invisibility CD resets.

Achieved this as a night elf feral druid, after 5 hours of attempts (and Shadowmeld resets).
Start kiting the boss above the pile of rubbish in the top left corner of the room and trigger a double heart phase by lowering his health to 50%.
Done that, run to the first group of bombot+scrapbots and cast a Mass Entanglement (or similar aoe snare/slow for other classes). This is helpful, because first group has a very high chance to reach the boss. Return to the boss and stand still.
Hope for a good mob spawn (0 or 1 junkbot at max) and at the end of the double phase, if you see a group which is too close to the boss, kill it to avoid triggering the count.
Before the boss wakes up, you have to position yourself in a way you kite it far from all the spawns and paying much attention to not let it destroy any bombots during his run towards you. With some practice, you'll be able to kite the boss all around the room before the scrapbots/bombots reach it. At that point they should also be amassed enough for you to blow up the bombots and get the achievement.

7.3.5, tried doing everything and anything anyone suggested. But there's a bug so nothing works at all atm. Boombots' explosion doesn't kill the small scrapbots. This might have something to do with the scaling. In previous versions and the way everyone else did it the Boombots' explosion killed the scrapbots, it's the way it suppose to work, now the explosion doesn't kill more than 1 scrapbot, so there's no possible way of doing this achievement, 'cause I've managed to gather more than 30-40 bots by kiting, but the explosion doesn't kill them.
If you're experiencing such thing then idk how to help you, I haven't found a fix for this yet, maybe someone experienced this too and has a fix, but I have yet to find one. I'll see if this gets fixed in BfA or in prepatch, will update.
Edit: As of 8.0 it is working like intended, the achievement got fixed after the stat squish.

You can safely kill all the trash inside the boss room
For this achievement we were 4, but i think we could have managed to do it as 3. We had one lvl 110 to tank the boss at the north west pile of scraps while facing the boss towards the room. She got the boss down to less than 50% (more than 40%). She stripped and only had her weapons. The rest of us were lvl 120, one rogue, one windwalker monk and one balance druid. The druid rooted the mobs and monk used ring of peace to get the mobs closer together.
We tried to get the boombots to explode at the boss and kill the scrapbots there, but failed multiple times. Then, by accidentally single target and kill one of the boombots, we found out that the explosion from the boombots killed the scrapbots and counted towards the achievement. So what we did was rooting and stunning the scrapbots and boombots until we had enough scrapbots, and then we just spread out and single targeted the boombots so they killed the scrapbots.
You get the achievement before you kill the boss, so if you fail then you can just reset it by vanishing or feigning death. When we tracked the achievement, it started the timer when the first scrapbot was killed.
Note: Only the one tanking the boss has to vanish/feign death to reset unless you use abilities like ox statue for brewmaster monk or someone else aggroes the boss. The ox statue didnt taunt the bots, so its no point in using since it prevents the reset of the boss (the boss goes for the statue when the one damaging it vanishes). We did reset when using the staute by having the monk HS out.
Note2: With this method we experienced that the bots would just continue spawning, so when we had Pummelers spawn it didnt really have an impact on the fight. You can either ignore them or kill them.

It's a lot easier if you kill scrapbots also using bombs adds "XE-321". When boss starts to soak adds kill the bombs far away. The scrapbots killed by bombs also count towards the achievment.

When complete, the achievement dialog pops up on your screen and you can kill the boss and not reset.
Even though the achiev says "...using XE-321 Boombots to defeat 20 XS-013 Scrapbots..."
the boss gobbling them up for health counts toward the total, so it should say "have 20 scrapbots die in 12 seconds."

Honestly abolsute nightmare fuel to attempt to solo. Save the time and frustration... just bring a few friends with lots of CC.

Just got this on a 70 Frost Mage after trying a bunch of different strategies on a lot of different classes.
Engaging the boss with Counterspell and pulling to the north-western junk pile. Then, a Water Elemental's Waterbolt usually gets XT-002 to just above 50% and one melee swing with a 2h staff would knock him further below 50% triggering two heartbreak phases back-to-back.
Snaring the first round of scrapbots with a combination of Water Elemental's Freeze and Slow + Mass Slow was able to buy enough time that no scrapbots were destroyed until the 2nd heartbreak phase was over. At that point all I needed to do was kite the boss toward the rest of the oncoming scrapbots.
If anything goes wrong it's easy to reset the fight with Greater Invisibility.

So you want to make the least damage with your maxed level character?
Mage Vulpera is the one to make you really happy!
Make sure you remove all gear with only a wand of item level 114, and use auto-attacks only.
This will lessen XT-002's Hp by 1-2% only with each hit.
Just make sure to remove buffs!

So you want to get this achievement easily?
Just make sure you have a few Druids with Mass Entanglement, and Demon Hunter Tanks with Sigil of chains. Druid and DH for 3 corners would be great.
First your special Tank will be a Vulpera Mage. Haven't tested other races.
Makes sure your mage is naked with a wand of itemlvl 114. You could experiment the dmg with other bosses if you'd like.
The rest of the group should never be tagged by the BOSS, so make sure you are not too close, ONLY the mage should be tagging the boss.
1). - Mage Tanks Boss on upper left corner with auto-attacks only, until boss says he's tired or sleepy, or whatever, you stop your auto-attack, and just wait.
2). - When adds come out use DH's Sigil of chains on them, and after that, the Druid's Mass rooting on them. If you do this in the opposite order then the sigil of chains won't work.
3). - When Boss wakes up again, you auto-attack him once again, until he gets tired again, and then stop attacking once again.
4). - Once you have gathered enough, make sure to have you DH's Sigil on standby, and let those adds move again until they get close to each other. Use the Sigil and mass entangle.
5). - Now the whoie group should run away to closest wall except for the mage. Mage will kite boss towards the adds, and if you fail, just reset this whole process with Mage's INVISIBILITY.
You will get the achievement without klilling boss, so DO NOT KILL BOSS.

Save yourself the headache and wasted time trying to solo this, it requires a fair amount of rng to be on your side as well as perfect execution.

This is possible to solo but only with a class that can root and exit combat.
Steps
1) I used a lev70 NightElf Druid for Mass Entanglement and Shadowmeld, what level cuttoff is there? Not sure if it matters, just don't get clapped.
2) Buy Sporonite Bomb from AH

at lev70 and 80 this was doing 220k damage
3) As like every comment, pull boss to the top left junk heap pile
4) Throw 2 bombs and then go to the top right and bottom right corners
(I never once killed the boss by accident via the bombs, you may get it to 1-5% if one throw crits. You need boss below 25% Hp)
5) Run away to the corners and Mass Entangle either group Top or Bottom right, it doesn't matter too much
(You will get to cast at least 2 Mass Entanglements)
6) Hopefully RNG is on your side and you get multiple spawns from the corners in good pack sizes
P.S
- shadowmeld seemed to fail quite a lot of the time, try to shadowmeld just after the boss punch animation, and do not try during tantrum.
- it took me about an hour of attempts

I don't know when it changed, but the strategy with the boss gobbling the adds up doesn't work anymore. They do not count for the counter. You HAVE to use the bombs now.
Solo'd it as lv 80 warlock (be sure to unequip the
Reshii Wraps
as well as any trinkets like
Sacbrood
with passive triggering damage, etc.).
Used an
heirloom
dagger
(maxed out it did about 10% boss dmg noncrit). Use
Demonic Circle
outside the boss room to reset as warlock. (or use a mage with same strat and
Invis
. Caster class recommended, melee classes will likely just oneshot the boss even unarmed).

Update on this:
- Did this today using the original strategy of running the boss through scrapbots and letting the boombots blow up on him; it does still work (or works again).
- Given the recent squish, you might be able to trigger the phases properly to get back-to-back add phases without sporonite bombs or shrinka. As a 70 rogue, naked with a lvl 1 dagger, I was able to do so using shuriken toss, which did ~120k damage, or roughly 10-11% of its life per toss.
- You can still get it into the far left corner, but something I haven't heard/seen anyone say is that once you are as far up the heap as you can go, if you walk to the other side of the boss - still in their target circle, so they don't move - and position yourself roughly straight on from the wall, the boss will actually back up into the wall, if you get the correct angle. It will vary a bit every time, but I was able to do it reliably - I'd run to the wall, so the boss is just off it, then walk to the other side of the boss, and find the angle where the boss will back up to the wall. Typically this can be done before the first tantrum phase, but sometimes not.
- The main thing I figured out that made it easier to get the phases to trigger reliably was once I had the boss against the wall, is I waited for the tantrum (usually first, but if the backup didn't work immediately, sometimes the second - though that can take a while) then backed just out of melee range and used shuriken toss. Most classes probably have a low damage attack that will do less than their melee hit, and this provides more reliable damage than doing melee hits.
- Important note if you choose to phase the boss during the tantrum - if you phase him twice (go from above 75% to below 50%) DURING the tantrum, the second one won't count. What you need to do instead is move him below 75% (but above 50%) during tantrum, then once the audio triggers that he's "getting tired" - indicating that the first heart phase is beginning - THEN drop him below 50%. This will trigger the back-to-back phases. It's important to be ready to do this quickly (which is why backing out of range during tantrum and using a ranged attack works well) because when the heart spawns he becomes untargetable.
- Once the adds spawn, the timing I found in order to prevent the achievement timer from starting too early requires you to blow up everything that isn't the 3rd or 4th spawn, and only if they are from the far corner (diagonal across the room, front/other side from boss). If it's the close corner the adds will typically make it to him far too quickly, so I would clear them all, and if the adds are from the other side of the room but the back corner (back/other side) then if it's not the 4th spawn then they will typically make it to the boss too quick, triggering the achieve timer and screwing up the attempt. Ideally what you want is bombs coming on the 3rd and/or 4th spawn from the diagonal corner (front/other side) on the first heart phase, then following up with 3-4 groups from either of the piles on the far side of the room in the second phase. If you don't have that setup - or if he's triggering a bomb as soon as he wakes up - then you will likely run out of time, and have to blow up bombs yourself and hope it works. If you don't have 4 or more groups when he wakes up, you won't get 20 no matter what, you might as well reset.
- Last thing - I considered testing dropping him below 25% to do a triple phase, but 1) I don't know if it would be honored, and 2) you have no idea if the RNG in the first and second phases will work out, and it would be a tragedy to have it work out and then blow it during the 3rd phase. If you have an ability to stop/slow the adds (e.g. druid) this could work. As a rogue, I had no such ability so didn't bother trying.
- Took me about 90 minutes of resets to get the right RNG, and it still took blowing up a bomb myself. But once you can replicate the setup without anything extra, it's honestly far easier than many other achieves - it just takes figuring out your setup. Each try takes maybe 3-4 minutes. If you can't reset, or you can't reliably phase him, then I would suggest making a new character that can, or trying to organize an attempt during a timewalking run - if you can manually group scrapbots and bombs together and hold them there, with like death grip and entangle, then you could certainly one-shot this as long as the right adds spawn.
