So... 26 hit = +2.06% to hit with spells ( and +2 socket bonus makes this 2.22% to Hit.)

Similarly, 17 crit = 0.77% to crit with spells.

And I always thought Tirisfal was a mage crit set... seems like the hit (at least on legs) is 3x as powerful as the crit. :)

Tirisfal is designed for the arcane tree. The low +hit rating on the set, combined with high int and spirit and the 2 and 4 piece set bonus all validate this claim.

1) low hit rating -> arcane only requires +5% hit (equivalent to 63 spell hit rating) from gear. This number can be greater if you put less points into Arcane Focus; regardless, the necessity for Spell Hit (compared with a frost or fire build) is much less in a deep arcane raiding build.

2) high int and spirit -> a deep arcane build benefits most from int and spirit. Talents grant +15% spirit regen while in the 5 second rule (Arcane Mediation), +15% intellect (Arcane Mind), and +25% intellect -> spell damage conversion (Mind Mastery). However, that's only half the story. The other is that the Arcane tree is inherently inefficient compared to the Fire and Frost raiding builds when sustaining maximum dps.

An typical deep arcane rotation consists of 3xArcane Blast, 1x Arcane Missiles, and 1xScorch, allowing the first recast of Arcane blast after the scorch to partially overlap with the debuff. (you get the casting speed bonus without the increased mana cost) This rotation has a lower mana efficiency but higher dps than 10/48/3 fireballs spam, or 40/0/21 // 18/0/43 frostbolt spam.

The ability of Arcane Blast and Arcane Missiles to turn mana into dps at an incredible rate mean an Arcane Mage will get more out of int and spirit than a fire or frost mage (who with raid buffs and a shadow priest may not be able to burn through all that excess mana like an Arcane mage could).

Arcane mages can use stacked AB spam+PoM/Pyro during Arcane Power to burn their mana fast and use Evocation earlier in a fight than other mages, and this is possible too because of the lower threat of Arcane spells. So your typical arcane mage could use Evocation twice in a 10-12 minute fight while a fire/frost mage would only use it once.

Also note that Arcane Mages making extensive use of Arcane Blast typically keep Mage Armor and not Molten Armor up, to make up for the high mana usage.

So in conclusion on point #2: a fire or frost mage would probably see the high int and spirit on this set as a waste (more mana leftover at the end of a fight), while an arcane mage would see it as more potential dps.

3) The two piece bonus so obviously favors a deep arcane build that I won't get into explaining it. But the 4 piece bonus is less obvious: In a typical arcane rotation as mentioned above, the average time between spell hits that can proc this bonus is 1.44 seconds, faster than even scorch spam (and due to arcane missiles this is less affected by lag than scorch spam as well). This means that an Arcane spell rotation has the potential to proc the 4-piece bonus far more regularly than any other build's spell rotation.

Summary:
Any mage spec can get great use out of Tier 5, but a deep arcane mage will make the most extensive use, and will benefit most from all the stats in this set.
