You get more Intellect, spell damage, critical, stamina and lose 1 spirit and 17 hit rating. All in all, perfect for arcane spec where you get 10% hit chance from talent anyway. And seeing as T5 is more or less arcane set (with 2set bonus and all) I think these are superior to T4, but not necessarily for every spec out there.

As of right now with my gear, I have to lose almost 8% hit, as I've way over cap right now with Arcane Focus. So whoever cries that this is inferior to T4 doesn't know how to minmax their spec & gear.

PS. Equip: Improves spell critical strike rating by 27 (1.22% @ L70).

As nobody seems to have said it, I will.

The token that is exchanged for these is Gloves of the Vanquished Hero, and drops from Leotheras the Blind the 3rd boss of the Serpentshrine Cavern.

Also, considering the low spell hit rating required to cap for arcane builds, you'll want a Major Spellpower enchant on this set of hands :)
