Can be used in mid-air for an air jump to be cheeky with "no fly" zones.

"Launch yourself" means that if you are moving, you will do a short dash around 10-15yds. If not (eg when it would be unsafe to move around) you can just activate this ability in-place to move a shorter distance manually, or to prepare yourself to move later. Also note that this is the movement ability for Evokers affected by Blessing of the Bronze (and Time Spiral). This means that realistically, its cooldown is just under 30 seconds.

Regarding casting on the move, in the spell details table "Effect #5" provides a list of affected cast or channeled spells. Some of these are outdated but the main ones are Disintegrate and Living Flame. For Preservation, Temporal Anomaly is also affected, and Emerald Communion can also be hover'd if you're not taking the automatic Dreamwalker talent.

Finally, note that Hover has had some odd interactions with the GCD, as noted by Preheat. You can cast this during the GCD of other abilities, so cast an instant and then cast Hover immediately afterwards.

As busted as this could be on other classes, I would have liked to have seen "Hover" as a racial talent for the Dracthyr in exchange for the tail whip or buffet.
If more classes were added, having only Evoker use Hover would feel limiting (although definitely understandable; imagine a Dracthyr Mage using Hover as a discount Blink).
