Door to the vault is on the main little island. 29-53. hope that helps someone.

Confirmed - Zskera Vault Key drop from rare's on the island. They are also BOA.

If you're confused like I was when I couldn't access the area needed to open the doors, continue completing other quests because you'll ultimately be granted access to the vault through another quest.

3 hours questing and killing mobs and no key. Questing gives plenty of reputation, but key requirement elusive.

After completing Helping Hand and Claw, return to Scalecommander Viridia in Morqut Village to obtain Exploring Our Past. Receive Zskera Vault: Az then talk to Pathfinder Jeb again to enter the Vault.

To be able to unlock the vault you need to earn rep yes, but to get a key you need to kill mobs. Not just any mobs though, you have to kill RARES within the Forbidden Reach zone only. The Zskera Vault Key's only drop from them. (click this link as it has who they drop from: Zskera Vault Key)
However to open the vault you need to do a side quest of sorts that is not mentioned in the this quest. You need to complete the first quest in the following Storyline: Zskera Vaults

The First quest is Helping Hand and Claw that ends with Jed (NPC) helping you open the vaults and after you do so will be the NPC you talk to to enter them in the future (he stays outside the vault doors at waypoint /way 29, 53 )
**This is not a shielded/storyline quest, you may not even realize you picked it up.

(side note, your room layout will be different from another persons and you will be in there solo like a solo instance. I highly suggest remembering which rooms are where and on what level for better ease of knowing where to refer back to during the puzzles. There are 4 levels total with floor 1 having 5 doors and floor 2, 3, and 4 having 8 doors. The difference between peoples vaults and how you traverse the levels can be vastly different. My husband has a bubble maker that he rides up between the levels and I have a scroll that teleports me to random locations inside the vault)

What to do If this week's quest is: Aiding the Accord: Zskera Vaults, and you’ve never been to the Zskera Vaults:

Pick up the quest Helping Hand and Claw as soon as it's available -- whether or not you've picked up any vault keys from high level mobs.

You don’t need to farm high level rares in hopes they'll drop Zskera Vault keys. You’ll be given several keys before you enter in The Keys You Need. (To farm high level rares there needs to be enough people around to form groups, informally or through the Group Finder.)

There is a short 4-quest storyline that will get you into the Zskera Vaults:

Helping Hand and Claw: Scalecommander Viridia will give you this quest in the starting area of the Forbidden Reach. The starting area is on the shore of a pentagon shaped island. You'll head south down the waterway to rescue the NPCs that will be your bodyguards in the Zskera Vaults. You'll need to retrieve some supply crates from the water.
Exploring Our Past: Scalecommander Viridia sends you to Zskera Vaults in the middle of the island. It's at ground level, but it's hidden by bushes. Your bodyguards are already there.
Zskera Vault: Az: Speak with Pathfinder Jeb to enter the Vaults. There are a number of things you'll need to do there. But first get the keys.
The Keys You Need: Pathfinder Tacha will give you several keys that will open doors within the Vaults. My alt received 8 keys. Pathfinder Jeb and Pathfinder Tacha will accompany you as bodyguards.

Objective of Exploring Our Past::
With your help, we can now delve deeper into the secrets of this land. Nearby lay the Zskera Vaults. Within these large underground chambers, Neltharion stored various treasures and forgotten research. Exploring these vaults would be most beneficial. Please travel with Tacha and Jeb and assist them as needed.

With the free keys, you won't be able to open all that many doors. So you won't be able to complete some of the side objectives on this trip (like gathering notes or recipes). But you'll meet the requirements for Aiding the Accord: Zskera Vaults. What to do:

Enter the Zskera Vaults.
Kill the giant spider or other mobs in the middle of the Vault.
Open a few doors, combating NPCs with moderate health with the help of your bodyguards. To be on the safe side, bring some healing potions.
Also required: Click on a cobweb "rope" to get to the second floor. Open a door. Loot the contents. The loot will include a special ability that will transport you to another balcony. Your bodyguards won't go up there, but there is only a low level mob or two in balcony rooms.
Before you exit, look for a yellow question mark. Pathfinder Jeb has some parting words.

I used a toon with no Zskera Vault Key, just picked up The Scary Vault of Ur quest from that one Kul Tiran guy and entered the main entrance. Then the task criteria about the keys were tagged completed.

First time I have different quests on my alts... or they switched it from Aiding the Accord: Zskera Vaults to Aiding the Accord: The Hunt is On during the week

The good thing is you get Aiding the Accord if you haven't unlocked the vault yet. The bad thing is you need at least one Zskera Vault Key for every alt you've unlocked the vault for, which can be pretty time consuming...

Bugged at least some of the time? On two of my toons it shows as complete, however, when I turn it in it does not work. Am I missing something?

So, you're staring at the big golden door--you know, the one with the portal rune in the middle--and there's no way to open it. You're in the right place, and you even have a Zskera Vault Key from a random rare, but there's nothing to interact with. Here's what you do:
1) Abandon all quests in The Forbidden Reach. You may then notice some show up on your big map that weren't there before.
2) Do every quest that shows up in the zone, even if it's not marked as a primary story quest
3) Eventually, you'll be led back to the door and there will be an NPC that you talk to. He lets you in. Because you can't open doors for yourself, even with the key. *sigh*

Sure, a couple of the quests probably aren't mandatory. But this works.

A better idea would be to add a soloable daily quest with one key as a reward.

Blizzard didn't think this weekly through very well did they?

In order to complete it, you need multiple keys to open all the doors, and those multiple keys come from the rare mini bosses around the island, and you need a large enough group to do them.. and people are not doing them anymore because the gear these mobs drop now is lower tier, so nobody cares to do this anymore.
