Note that this appears to be bugged, assigning the not yet accessible Mythic difficulty for very high item level players, but can be circumvented by unequipping some gear.

Those who didn't complete the quest last week (including those under level 80) can accept the quest. Is this perhaps not a weekly quest at all, but a one-time quest?
