You have NEVER EVER been able to teleport to the main city hub of any expansion before max level previously, so this was very obviously an oversight and a mistake, which they fixed because they clearly do not want players teleporting to the main city hub before being max level. Being mad about it is just silly and a bit stupid honestly. Also, you can just get a portal there from a Mage anyway if you so desperately need to be there before reaching 70 (which you don't and you can't tell me a single valid reason for why you'd need to be).
Probably a bug - the Rostrum of Transformation cannot be used before lvl 70 either and that wasn’t the case.

Just got this on my level 60 Warlock. Can't use the rostrum either. It's level 70 only. And the rep button for DF on the mini map is not there. So many bugs in this game atm.

Sometimes I really just want to know the kind of spaghetti code that makes stuff like that possible.
Why? This just makes it more annoying for people who want to do other content wile leveling an alt to get back to the dragon isles.

They also changed the Legion portal so it had a minimum level of 45 to use it and stopped giving out the quests to start Legion and WoD content. They substituted the "go back to Draenor/Legion" quest that provided your low level no way to get there and (in the case of Legion) no way to open your class hall. It's hard to imagine this was accidental. I discovered it when trying to put a level 12 into Draenor (which I had to take a freaking fishing raft all the way from Ashran to Frostfire Ridge) and then getting summoned to Dalaran. The quest to start Legion now pops at level 45. My feeling is this has to do with an extremely misguided last minute attempt to convince players to plan on doing their leveling in the new MoP remix or playing Cata classic. They probably pulled programmers off the group finder changes project, which means it wasn't anywhere near ready and completely untested. And these changes intended to restrict leveling were poorly planned, unannounced, and totally buggy.

Just... how...I understand that coding is messy and WoW's code gotta be crazy, but still... how this happens unintended?
They broke a wild number of things in this patch. The portal and dragon barber shop require 70, the gbank doesn't work, mature language filter is the only way to fix lfg...What the heck were they doing?
