For Alliance, start with A Ghost in the Machine from Zorus the Judicator at /way #104 37.2 55.8. Once that's completed, you will be offered the quest Harbingers of Shadowmoon, and learn the Spectrecles cosmetic at the same time!

For Horde, pick up A Haunted History from Chief Apothecary Hildagard at /way #104 29.8 27.6. This leads to the quest Spectrecles, and the cosmetic!

Right after the initial patch, you'd get the message "You can never use that item" if you did the quest and tried to put them on/use them for the next quest. I was surprised that the quest was fixed in less than a week, rather than in 2 expansions from now.
