This is one of the new capturable pets through pet battles added with MoP, you can find some to challenge at the Seat if the Chosen and Sethria's Roost in Mount Hyjal

Just keep on battling pets all around mount hyjal and it will eventually show up as a second or third pet.

I killed a rock viper and carrion rat was the third pet to join battle.

at coordinates, 58-78 in Mt.Hyjal there's a pit with a couple Young Twilight Drakes (purple) and there is a whole bunch of these rats hanging out in there as mains, not as secondaries. I didn't find them anywhere else running wild, but this pit is full of them.

Hope that helps, it's a whole lot easier than hoping to get one as a secondary ;)

edit: finally found a rare while looking for a Nordrassil Wisp, it was a secondary to the Wisp, a nice surprise but now I'm hoping for a rare Wisp ;)

Good place to find these is at the Seat of the Chosen. I had a quest to go there, and noticed all the rats. The ogres were all friendly to me, I'm not sure if that's a side effect of the questing or if they just love pandas.

Doesn't come in white; only brown and dark grey.

One of the more difficult pokemon to obtain in rare quality. I've battled in Hyjal enough to see two Flawless Battle-Stones drop, and I've yet to see a single rare Carrion Rat.

After listing a Stone for 3000g and it not selling, I simply wasted it on the Rat so I never have to go back there.

Killed a few of the non-combat carrion rats at the Seat of the Chosen. Within about five minutes or so a carrion rat battle pet spawned.

Went looking at the suggestions here - the only place I found with consistent spawns of the Carrion Rat was Sethria's Roost. Fought all the battle pets I saw and killed all the Carrion Rat critters. I got Carrion Rat battle pets in each re-spawn and after 30 minutes I even had my rare.
