UPDATE: The latest Beta patch has adjusted many of the passive effects of these legendaries. The following represents the most current in-game data as of August 28/16 (many of the Wowhead tooltips have not been updated yet!)

This is one of the shared legendaries coming in Legion. Most of the new legendary drops will be class specific, while these select "shared" legendaries will be usable by multiple classes. Keep in mind that only legendaries your class can use will drop for you.

At the beginning of Legion, only 1 legendary item can be equipped at a time. Over time, as the expansion progresses this cap will be increased (Source).

Here is some further information about these items:

The legendary items are intended to be used for the entire expansion. They are currently item level 895, and it remains to be seen whether this will change prior to release, or during Legion itself (for comparison, Mythic mode gear from The Emerald Nightmare is iLvl 880).
Thus far, it appears that legendaries will drop from dungeon bosses, raid bosses, PvP Strongboxes, Mythic+ Weekly Caches and World Quest Caches (rewarded after completing 4 world quests). As it stands, these will be the ONLY sources that will yield legendaries. While the legendaries are rare drops, they are not fully random - there will be ways to target specific items (Source).
More difficult content will have a higher chance of dropping these items (Source)
It should be nearly impossible to get a duplicate legendary item. (Source: Legion Summit Dev Interview, Video | Text Summary)
Some level of bad luck streak protection also applies to legendary items (i.e. the chances of you getting a legendary will slowly increase if you don't have one drop). (Source: Legion Summit Dev Interview, Video | Text Summary)
If the slot for the item is transmoggable, you can transmog these legendaries to other appearances, and vice versa (unlike legendary items from previous expansions) (Source)
Legion legendary procs/effects will be disabled in instanced PvP (Source)
Blizzard plans to institute a "suppression aura" in effect for a certain number of weeks after Mythic raids are available, which would disable any legendary item passive effects (they would still function normally as high-ilvl regular items, with the primary/secondary stats intact). (Source)

UPDATE - As per the latest information, Legion legendaries WILL BE allowed in all raid situations, INCLUDING Mythic difficulty. The previously noted "suppression aura" in Mythic will not be implemented. (Source: Legion Summit Dev Interview, Video | Text Summary)

Thing to note is that i got a mythic drop Pauldrons of the All-Father at the last boss.
So it shouldn't affect your loot in anyway its just RNG for the legendays i suppose.

On Icy-Veins, I noticed that these boots are not listed in the legendaries section for protection paladins. Is it possible for protection paladins to obtain these or do they need to have their loot specialization set to retribution?

While not the best legendaries for Death Knight, they're still good tier, mobility is one thing we DK's are lacking, and it's really nice to get some passive movement buffs.

These have serious problems. The speed bonus doesn't stack with anything. For example, 19% haste should add ~14% speed. But if you're getting windwalking in a raid (10%) the boots only add an additional 4% speed, making the 'legendary' bonus utter garbage.

Well i can say that these boots are pretty good for a blood dk. You can get out of aoe so much easier, not to mention to catch up with that mob or mobs. They may not be top tier legendary, but still quite useful. It's not the worst one, by far. It's just a blessing to have that extra mobility. The fact that it doesn't stack with other movement increase buffs is a downside, but don't think it counts as much in dungeons. Raids are another thing, though.

just got these from highmountain cache on my prot warrior. Are nice for both prot and fury specs I play due to the haste im stacking on both specs. Gives me 9% bonus movement speed on my prot and 15% movement speed in my fury spec! It will be great for mythic+ tanking as prot with bounding strikes talent making my heroic leap 22 seconds + these boots I'm moving at breakneck speeds. However I will keep my old backup boots in the bags/bank incase I get a better top tier legendary within the next 14 days before my final class trait unlocks.

Just got these tonight on my warrior. While not the best passive in the world, it's handy for world questing on my slow-as-slow-can-be tauren prot warrior, and the stat boost alone makes it worth having.

It maybe just me, but I really like the passive.

Move faster out of damaging spells (generally aoe).
As tank you can run to adds even faster.
Do faster World Questing

While its slightly "meh" sounding, it appeals to certain people I guess.

As of 7.2, these boots work off any of your highest secondary stat, which also includes the 100% crit rate warriors get from Battle Cry. Depending on your talent and trinket choices (Reckless Abandon, Convergence of Fates from Elisande), Fury warriors are looking at a 7-second 75% movement speed increase every 25-40 seconds, on top of 100% crit rate. I noticed all of this from switching to these boots on a whim.

These are truly the Air Jordans of plate mail.

These boots changed my DK's life from miserable to awesome. I don't know why Blizzard decided to remove all mobility from Dks but at least now I'm not dragging 10 seconds behind everyone on every pull...Also, questing just got a lot more enjoyable.

Funny thing is I've been dreaming about getting these boots today after running a bunch of mythics and slowing everyone down (and didn't think I'd ever get them cause the odds are pretty damn low) then lo and behold the next mythic I run they dropped! I didn't even realize it until everyone in the party and guild started saying grats lol.

For warriors, if you use Battle Cry with these equipped, you will gain a temporary boost in speed due to the massive increase in Critical Strike.

If you start a new char and trying to prepare it for raid progress this item is your nightmare. Its equip passive only be usefull while questing outdoors. Which is likely the world quests. But there are lots of trinkets or items give you speed boost when you kill an enemy or boss which i prefer to use instead of ruining one of my legendary slots. Sephuz is far better than this cause you can use it in raids as well.

Since I got these on my paladin, it feels like ALL plate boots in ALL instances I go drop for me, often titanforged. I know it's just randomness and me noticing the bad luck, but it feels like Blizzard saying "Hey, look, we give you all this titanforged loot you don't need"

I just got these from Blingtron 6000. The item level is 1000. The stats are +654 armor, +4,133 strength, +6,199 stamina, +772 crit, +643 haste, and +1,158 mastery. I can definitely notice an increase in run speed.

Several users are noting how these are awful. They are not “awful” I would agree they are not a BiS legendary for upper tier raiding and dungeons,
the passive stat is great for WQ. Moving faster while doing solo stuff is kind of nice.
I don’t complain about legendary drops on new characters.
They are my warrior’s first legendary, not counting the belt I made for him with my DK.

Works in conjunction with the speed stat when I measured (0-9% speed stat no difference in highest secondary resulting in pretty much 10% shorter time running the same stretch). Not exactly sure how they interact though, could be additive. Time to get that speed gear rolling!

Also, it seems to be counting mastery rating as if it gave the same % haste rating would give in haste. Tried with 16k mastery and 16k haste with same running speed.

Won't work past level 115 in BFA.
Question is : will it still drop for level 110 if we want to use this to gain advantages to clean old raids?

The quality is turned into grey if you switch to the alpha wowhead, so it seems that the answer is they won't drop anymore.

I will miss these boots. As a paladin that has raided on all three specs, I soon discovered that pairing my high crit healer value with these boots and Sephuz's Secret gave me a 55% speed boost when walking. I then understood that shockadin was the spec to do previous content. Going through old dungeons and raids at 1,5 speed was really noticeable. I will keep this legendary combo in my void storage as a memento of glorious "Gotta go fast" days.

So with the stat squish has anyone noticed a difference in the movement speed? I'm assuming based on previous comments that the increase is based on percentage of mastery, critical, haste, or versatility not the rating so it should be the same as before BFA prepatch.

WELL, THEN SCROLL NO FURTHER AND HAVE A GANDER BELOW

Warrior of Lightning Speed. Guide

-Leggo 1 Aggramar's Stride (endless possibilites due to not being able to have too much haste)
-Leggo 2 Rethu's Incessant Courage (3 sockets) (15% speed when no enemies are near, 8 yards)
-Stack Haste as much as you can (more haste increases dps output with very low GCD)
-BFA Gems are worth 50 Haste at 111 (i havent calculated the speed each gem is worth, but believe me, you want it)
-Runeblade of Baron Rivendare (solid 10% out of the box, worth it even if you lose a bit of stats from your highest ilvl weapon)
-Items with Gem slots (the more you have, the better) BFA gems min ilvl is 200, used to be ilvl 81
-Items with Speed stat (same as gem slots)
-BFA Artifact Necklace (get that ilvl up, the more you have, the wider you smile)
-Bear Tartare (food i thought to be useless is actually pretty good, that 250 Speed stat is worth it)

Do not go higher than 111, you'll lose too much of the secondary stat bonuses.
Make sure you go to your factions "experience stopper"-NPC as soon as you hit 111.
The Runeblade 10% bonus, does not stack with it self, keep only 1 equipped.
Some low level items with many sockets can be more useful than the highest titan forged Legion item, due to them having up to 3 sockets in which you can put 3, 50 stat haste gems (150 haste), This, you should also keep in mind for your mainhand weapon, staves, maces and swords from ICC 25mHC for example.
Even at 110 you can do BFA Island Expeditions, so start farming that Azerite Power.
Some TBC normal dungeons have better stat budget than heroics or raids and comes with tons of sockets, the possibilites to find speed upgrades are HUGE to say the least.
Items with ilvl below 81 can not use 50 stat gems, found a nice 3 socketed raid-headpiece i wanted to use, bought the gems aaand, didnt work. BiS Mainhand seem to be the 20 haste, 3 sockets ilvl 93 so it can have good gems.

Highest speed i've seen anyone achieve so far has been 83% but im sure people with good connections could probably farm out Antorus and Tomb of Sargeras every week for the highest possible mythic loot and combine with high socketed items for maxing out dps.
(updated) My personal best is on my paladin, at 88% without buffs and (2)02% with speed food.

Some interesting result with speed food, just got a new cloak with speed on that gave me 84% without the speed buff, if i use my crit cloak i get 83%, but when i use the speed food the crit cloak puts me at 98% while the speed cloak gives me 97%, no idea why though. maybe somekind of diminishing returns on the speed stat that crit doesnt get affected by perhaps. (and yeah my paladin is crit based, easier to pump up for good results, atm at 73.06% crit chance)

When i get about 85% i will try and make a list of the good stuff. I think the double socketed cloak from Rhyolith will give me the amount i need, just need it to drop ofc.

Ring 2 Jeweled Signet of Melandrus, these two i've got, were the best i had. can get better from Relinquished Tokens.
Trinket 1 Unstable Arcanocrystal, Trinkets with sockets are the best
Trinket 2 Venerable Triad Statuette, If you get one of these with crit and a socket (like i did), it's BiS speed gear.

All that, nets me a total crit of 78.46% a run speed without foodbuff proc 188% and 202% with food proc.

Sidenotes:
- I just wasted like 2 days of farming cata leather to get the dragonscale leg enchant, and it gives less crit than the pandaland's angerhide leg armor enchant.(which doesnt matter anymore due to the gem change, low gear is less useful now)
- I'm slowly making speed progress, getting about +0.5% speed per month, not having much luck with speed procs on gear that i obtain, the auction house is usually very empty (very low pop server) and im also very tired of farming for it.
- Items that blew past my mind due to gems working on tbc dungeon gear before and i didnt take em into consideration, Hierlooms might give you a quick boost.
-Rhyolith cloak is a no go, after some weeks of farming i've come to the conclusion that the loot table is bugged for that boss, he only drops Plate and other Strength based items. Which prevents me from testing the cloak, this means that the best cloak you can get is most probably a Relinquished cloak from argus with crit (or haste) +speed +socket. cant enchant those though.
-Took a trip down to Silithus on my 111 to confirm some suspicions and that is you CANT grab the +15 ilvl increase quests at this lvl, so you have to grind the ilvl on the neck the hard way. And if you wonder if ive made anyprogress since last i updated... nope. The grind is probably one of the hardest, toughest grinds in the game, far surpassing the bloodsail admiral grind ten fold (at 111 ofc).
-60 stat BFA ring enchants are worth 22 for 111's, do not bother, i just sent 2 from my enchanter alt and they got downgraded hard, stick with the regular 40 stat enchants.

Due to a change in 8.1 that might be a bug (please report it as a bug) but is more probably a "fun detected" hotfix by ActivisionBlizzard, everything you read above is ^&*!ed, for lack of a better word.

I also just want to say that im desperately trying to hold on to WoW, but all these dumb changes makes it very hard to do so. Almost every day i notice something new that makes it more difficult.

I spent so much time (weeks of grinding the right pieces) and gold (on old enchanting mats and brand new gems) to make this happen and i was so excited about the whole thing i even wrote this guide to share my knowledge, only for ActivisionBlizzard to flush it down the toilet. All that work for absolutely nothing.

OH AND IT GETS BETTER:
i just read not 2 minutes ago, that they are scrapping XP stopper for characters 110 or higher.
This guide just died in it's entirety.

(edit 2) they pulled back on the xp change. hopefully forever.

NEWS: 50 stat epic gems are out, updated the guide accordingly.

For those interested, this doesn't seem to work with the BFA Arms mastery (that's always over 100%). I haven't worked out if it does go with mastery at all yet, but I think the best bet is haste on fury spec for a twink.
