This fish is related to part 2 of the secret fish achievement series, Pesci segreti e dove trovarli.
To start this you'll need to complete part 1.

The goggles:
With the Occhiali dei Pesci Segreti buff applied a small fish in a bubble will spawn somewhere within 40 yards of you. If you have sound on you'll hear bubbles when it spawns then 5-10 seconds later the fish will become visible at which point you'll be able to click it. The fish can be clicked while mounted, you do not need to be in water for it to spawn and it will spawn every 25-30 seconds.

Best way to do this is find a spot that is flat and with few surrounding objects (trees, rocks, etc) and just spin your camera around until you see the bubble.

The Fish!
Each time you click the puffer you'll be given a random fish, most of the time it will be the white "junk" fish for whichever area you're in as well as the occasional grey item, with the exception of Dalaran where you'll commonly get coins usually caught from the eventide fountains.

Catchrate is quite low for many of these so expect to spend a fair amount of time for this.

I've split the fish into different catergories.

The common:
These fish can be caught anywhere at any time of the day, save these lot for last as you'll probably get most if not all of them hunting the others.

4. Pesce Imitatore Invisibile
5. Minibalena
6. Pinnasalina Collezionabile
7. Ghiozzo Viaggiatore
8. Osmero Invisibile
If you're still missing these after you catch the others, the best places to catch these are on the floating islands, like the ones scattered around Outland Nagrand (45.9, 59.9). The zone exclusive:
These fish can only be caught in specific zones and sometimes even in very specific areas within zones.
9. Merluzzo Sangue Marcio - Nazmir, Zul'Nazman.
10. Pesce Storico di Giada - Jade Forest.
11. Sogliola Tonante - Isle of Thunder.
12. Pesce Pagliaccio del Kirin Tor - Dalaran (Broken Isles/Northrend).
13. Sgombro Meccanizzato - Mechagon.
14. Delizia della Regina - Nazjatar.
15. Manapinna Antico - Suramar. Anywhere in the Suramar city harbour. (Credit to Roguezs).
16. Pesce Prigioniero - Tol Barad (PvP area). Anywhere in the zone, the bridge that connects the two islands is a great place for this one, just make sure you're on the PvP area side of it (check minimap).
17. Pesce di Fiordo Spinato - Howling Fjord.
18. Liscavile Morto - Argus, Krokuun and Antoran Wastes. (Credit to Padwarle and Neryssa).
19. Tortolliano da Acquario - Drustvar, under Anyport in the underwater Tortollan bar called 'The Drunk Tank'.
20. Platessa dell'Aria Rarefatta - Neverest Pinnacle, Kun-Lai Summit. (Credit to Qaccy and Pungyo).
21. Guardingo del Pozzo - Mount Hyjal, in the lake under Nordassil.
22. Pesciolino Annegato - Drowned Lands (46, 50) in Stormsong Valley. (Credit to Bobins666).
Note: With the exception of the Tank Deweller (Fish 19), these are confirmed locations and may not be the only location within the zones where they can be caught. For the Tortollan Tank Deweller, I was only able to catch it once I was in the very specific sub-zone (where the name changes above the minimap).

For those suffering from woeful luck with the rarer fish, like the Platessa dell'Aria Rarefatta, this was discovered by Asmundr.

To everyone who is having trouble looting some fish. You need to approach the places like Neverest and Nordrassil on foot without a flying mount (There is a small path just before the Neverest peak) Then the 100% dropchance Fishes don't bug out and are lootable once more (Thin Air Flounder and Well Lurker) Alternatively just use the goggles when standing at those places when they are off CD.

If you're still having issues, clearing your bags of all secret fish (vendor or delete them) may also fix it.

The time scheduled:
These fish can only be caught within certain times, while one is active, the other is not. Whichever fish is active at the time can be caught in any zone.
23. Pesceluna Elusivo - Night only. 9:30pm to 8am.
24. Assorbisole Dorato - Day only. 8am to 9:30pm.
Note: We're not sure on the specific day/night switch over time, the above is just based on the times we've been catching them. If you catch these outside of the posted times let me know. Make sure its server time, not your local time.

The dead:
These fish can only be caught while the player is dead. Once you're a ghost these fish can be caught in any zone. (Credit to FenixInfinito).
25. Fantasma Velato
26. Pescevitreo Occhiuto
27. Galleggiante Silenzioso
28. Salmone Spirituale
Best place to catch these on any floating island, like the one directly behind the southern bank of Broken Isles Dalaran. Suicide by flying up and dismounting. The buffed:
29. Pesce Specchio Verde - Requires the Dipinto di Verde buff from the Mechagon mechanocat painting station (63, 42). This can be applied by walking over the green puddle on the station or having another player throw a Vescica Piena di Vernice Verde at you. (Credit to Sishrot).

The sporadic:
30. Pinnascarto Rimosso - Can be caught in the "future" version of Mechagon that Cromie sends you to for the quest L'altro posto. Unfortunately this daily is only available sporadically. (Credit to Lacrit).

I have found 6 of these so far, from many different places. 1 thing in common for me on each find was that they were all clipped into walls, so make sure you can fly where you are trying to get this fish.

This is the one fish that eludes me for the achievement. Pretty much caught all the others more than once.

After more hours than I'd like to admit over five days, this last elusive little bugger finally dropped and got me the achievement!

Got it in the Temple of the White Tiger, tried other places but always came back here based on the other comments advice.

I screamed, it scared my husband, 2/10 would not farm again.

I just completed the achievement moments ago. I had caught everything near the end except for all the 8 "common" fish. I caught every single one of them (including multiples except for the last I needed) on top of a mushroom in Zangarmarsh Burning Crusade version of Outland. Excellent spot! You can see the orb spawn from any where on the mushrooms and can be mounted so you can just ride and click the orb quickly when it spawns. Just find a large one and stand near its edge. The last I caught was Camouflaged Snark. Caught 4 Inconspicuous Catfish on the mushroom.

This last fish was a bugger to find. I finally found it in the proving grounds (like others have mentioned) and by that I mean in the instance you queue for by talking to the panda by the door at Temple of the White Tiger in Kun-Lai Summit named Trial Master Rotun /way 69.02 44.81

You don't have to fight anything just put on your goggles and catch some secret fish like Traveling Goby, Unseen Mimic, Elusive Moonfish and Invisible Smelt (at least for me anyway) in the 30 minutes before I finally found the Inconspicuous Catfish.

I just got mine in the Mogu'shan Vaults. Only my second secret fish in there.

My third fish in there was a Pesce Imitatore Invisibile.

There are lots of other common fish. This place and Nargrand Island are way to start.

Just caught two of these in the Jade Forest @ 38, 5. Got both the Jade Story fish and the Inconspicuous Catfish in one bubble.

I just got this fish (inconspicuous catfish) in Stormsong Valley (yes, the BFA zone, I was very surprised) at 40.07, 37.19, right in front of the Seekers' Vista flight path.

Created a wowhead account just to report this, as this fish seems pretty elusive judging by the other comments! Maybe I was super super lucky, but it was in the first fish bubble I opened in the area. Still pretty surprising as most people seems to get it in Pandaria zones.

After a lot of tries (about 4 hours probably) I saw a video and decided to go to Jade Forest - Tideview Thicket at 38.74 5.68.

After 12 min I got 3 Jade Story Fish, Invisible Smelt, Inconspicuous Catfish and a Travelling Goby.

It's also a good general cliff to farm on since the bubbles always spawn in front of you when you position yourself at the edge.

I just got this fish from inside Mythic Atal'dazor (near Rezan). But I don't have the googles or the first part of the achievment

Found 6 of these (along with 1 Pesce Imitatore Invisibile, 1 Snark Mimetizzato, 3 Salmone di Mezzanotte, 38 Aringa Frenetica 35 Barracuda Litoraneo and 2 boots) over the space of 40 minutes inside the boss rooms of Mythic Nya'lotha. The bubbles do appear on the way to the boss rooms before the boss is killed (our MT got to them first), but don't appear to respawn. Respawn time in the rooms is approximately every 30 seconds whether the boss is still alive or dead.

Like other's I tried the proving grounds, I couldnt get it to drop, I tried it over 2 days and nothing, and then I fly to the non instance version (temple of the white tiger) and as soon as I get in the first orb is the damn fish.

I have been trying in Kun-Lai Summit including the inner premises of the Proving Grounds to no avail. Moving to Jade Forest (a location I picked at random by looking for a flat area) solved it. Got the fish on the third bubble.

I found a great spot in Northrend, Shalazar Basin... the Makers Perch /way 27.8, 37.6

Its a large Gold Dome, if you hover 20 feet above it the bubbles always spawn just on top so float down click and float back up. I got around 7 of the common fish including the Travelling Goby...

there is great contrast so the bubbles are simple to pick out and you dont have to chase around on flat surfaces with obstacles.

I caught twice:

in the Tol Barad crocodile swamp at /way 39.6, 48.6, (in the same bubble as a Pesce Prigioniero)
in Kaskala, Tundra Boreale /way 64, 48, in around 7 tries. I also caught Pinnasalina Collezionabile, Osmero Invisibile and Fauci Ingannevoli there.
