This costs 100 pet charms and has a 1 minute cooldown. You can see it in action in the video here go to 7:25. It is pretty awesome! :)

This toy gives your summoned pet a spectral appearance that lasts as long as it remains at your side with a 1 min CD. It is sold by Giada Granguinzaglio (H) and Tiffy Tenditrappole (A) at your Garrison Menagerie for 100 Talismano delle Mascotte Scintillantes.

Both vendors also sell:
-Cucciolo di Spinarossa (a battle pet) for 50 charms.
-Osso Indistruttibile (a toy for your Carlino Carino) for 50 charms.
-Alaspora Polveroso (a battle pet) for 50 charms.
-Sporofago Luminoso (a battle pet) for 100 charms.
-Cucciolo Fatuo Perduto (a battle pet) for 200 charms.
-Specchio Magico per Mascotte (a toy which lets you look like your battle pet) for 500 charms.

Be careful when purchasing/wanting to return this toy, it will not give you a refund of your pet charms and only be sold for 1 copper when you try to return it to the vendor, unlike the Indestructible Bone that will give a full refund. Not sure if bug or intended.
