(Note: This guide is intended to be an overview of changes between Mists of Pandaria and Warlords of Draenor. Due to its popularity, we have included Patch Note updates for 6.1, but its main purpose is to compare the two expansions.)
Highlights
Here are some of the major changes covered below in the guide:
Paladin ability pruning focused on removing niche abilities and trimming cooldowns.
Inquisition was removed for Retribution
no longer affects the periodic healing of . It still affects the direct healing portion of the ability. Prot self-healing was too powerful with it, and the talent was unbalanced in its tier.
Changes to healer mana and mobility also indirectly increased the value of Selfless Healer by a large amount, so it was brought back down to be even in power with the other talents on its row.
In line with general healer changes, most Holy Power spenders for Holy Paladins now have a cast time.
Beacon of Light now has a mana cost.
Several self-cooldowns have become spec-specific to combat cooldown stacking.
Avenging Wrath and Guardian of Ancient Kings visuals are being merged into the relevant spec-specific spell
When browsing the spell changes below and noticing that a coefficient has changed, keep in mind that the following changes have been made:
Each point of Agility or Strength now grants 1 Attack Power (down from 2). All other sources of Attack Power now grant half as much as before.
Intellect no longer provides an increased chance to critically strike with spells.
The base chance to critically strike is now 5% for all classes. There are no longer different chances to critically strike with melee, ranged, and spells.
Weapon Damage values on all weapons have been reduced by 20%.
Attack Power now increases Weapon Damage at a rate of 1 DPS per 3.5 Attack Power (up from 1 DPS per 14 Attack Power).
Attack Power, Spell Power, or Weapon Damage now affect the entire healing or damage throughput of player spells.

Set Bonuses
Some of these set bonuses may be placeholders and are subject to change. Set bonuses in Warlords of Draenor have changed to be spec-specific, instead of one very wordy tooltip covering different aspects for each spec.
Item - Paladin T17 Holy 2P Bonus

When you cast Light of Dawn, you have a 25% chance to also be able to cast a free 3 Holy Power Word of Glory.
Item - Paladin T17 Holy 4P Bonus

When you cast Word of Glory, you have a 20% chance to be able to cast a free 3 Holy Power Light of Dawn.

Denounce grants you 100% of the critical strike chance of the target for 8 sec.

Reduces the cooldown of Hand of Sacrifice by 10 sec.

Targets hit by your Hammer of Justice take 10% more damage for 6 sec.

When you cast Avenging Wrath, the duration of all incoming crowd control effects on yourself is reduced by 50% for 15 sec.

Holy
Beacon of Faith
: Mark a second target as a Beacon, mimicking the effects of Beacon of Light. Beacon of Light Your heals, including multistrikes, on other party or raid members will also heal the Beacon of Light target for up to 50% of the amount healed. Your Flash of Light and Holy Light on the Beacon of Light target will also generate 1 Holy Power.refund 40% of their Mana cost.
: Places a Beacon of Insight on an ally, increasing their healing received from your next direct single-target heal, or Holy Radiance, within 1 min by 30%. When consumed, or when the target reaches full health, it moves to the most injured ally within 40 yards. Limit 1.
Saved by the Light
: When you or your Beacon of Light target drop below 30% health, you instantly grant the injured target a protective shield, absorbing up to 30% of their maximum health for 10 sec. You cannot shield the same person this way twice within 1 min.
Protection and Retribution
Empowered Seals
: Your Seals also cause your Judgment to empower you with an additional beneficial effect which persists through changing Seals:
Judgment of Insight
Heals you for 1% of your maximum health every 2 sec for 20 sec.
Judgment of Righteousness
Increases your haste by 10% for 20 sec.
Judgment of Truth
Increases your attack power by 15% for 20 sec.
: The Light temporarily magnifies your power, increasing your Haste, Critical Strike, Mastery, Versatility, Multistrike, and Bonus Armor from gear by 1000 for 10 sec.
Protection
Holy Shield
: Increases your block chance by 15%, and allows you to block spells Additionally, when you block, you deal (+ 50% of Attack power) Holy damage to your attacker.

All heals you receive , including multistrikes have a chance equal to your multistrike chance to trigger Shining Protector, healing you for an additional 30% of the triggering heal.
Retribution
Final Verdict
: Empowers your weapon with holy energy, and performs a devastating strike, dealing 280%200% Holy damage. Also increases the damage and radius of your next Divine Storm by 100%. Replaces Templar's Verdict.

Consumes up to 3 Holy Power to place a protective Holy flame on a friendly target, which heals them for 1 (+ 65 to 71 (+ 49%88.1969% of Spell power) and an additional 1 (+ 9 (+ 8.19%10% of Spell power) every 3 sec for 30 sec 2 sec for 10 sec.. Holy Prism
:
An enemy target takes (300% of Spell power) Holy damage and radiates (300% of Spell power) healing to 5 nearby allies within 15 yards. A friendly target is healed for (400% of Spell power) and radiates (225% of Spell power) Holy damage to 5 nearby enemies within 15 yards
Selfless Healer
: No longer works on Holy Radiance, and Judgment does not generate 1 Holy Power for Holy Paladins anymore. Increases effect by 35%, up from 20%.
Light's Hammer
:
Hurls a Light-infused hammer into the ground, where it blasts a 10 yard radius every 2 sec for (15.50 sec - 1.5) sec. Each blast deals 41 to 49 (+ 32.1%86% of Spell power) Holy damage to enemies and reduces enemy movement speed by 50% for 2 sec and heals allies for 0 (+ 32.1%67% of Spell power) every 2 sec.
Sanctified Wrath
: New Protection version. Your Holy Wrath now generates 1 Holy Power, and deals 100% additional damage.
Sacred Shield
:

Templar's Verdict

A powerful weapon strike that deals 275% weapon damage plus 8.200% weapon damage.

Increases the damage you deal with two-handed melee weapons by 30% 15%25%. Your spell power is now equal to 50% of your attack power, and you no longer benefit from other sources of spell power. Grants 6% of your maximum mana every 2 sec. Increases the healing done by Word of Glory by 60% and Flash of Light by 100%.
: Now Holy and Retribution only. For 8 sec after you kill an enemy that yields experience or honor, your next Flash of Light will be a critical increased by 50% and has 100% increased critical strike chance.

This was formerly named Divine Favor. It now increases healing done by 100%, and haste, crit, and damage done by 20%.
Beacon of Light
:
Your heals, including multistrikes on other party or raid members will also heal the Beacon of Light target for up to 50% of the amount healed. Your Flash of Light and Holy Light on the Beacon of Light target will also generate 1 Holy Power.refund 40% of their Mana cost.
: Daybreak now heals 6all allies within 10 yards for 15% of Holy Shock's healing (instead of 75%, split between each ally).
Denounce
:
Now has a 40 yard range, up from 30 yards. Casts down the enemy with a bolt of Holy Light, causing (122%109.8% of Spell power) Holy damage and preventing the target from causing critical effects for the next 4 sec.
:
Increases your spell casting haste by 20% and spell, critical chance by 20%, and healing done by 100% for 20 sec. This spell ID was formerly for Divine Favor, now removed.
:
Increases the effectiveness of your healing by 25% and your Word of Glory, Eternal Flame and Light of Dawn by 50%. Increases your mana pool by 400%. Allows 50% of your mana regeneration from Spirit to continue while in combat. Increases your chance to hit with Holy Shock, Judgment, and Denounce by 15%.
Holy Light
:
Now 10.4% of base mana, down from 19.5%. Heals a friendly target for (218.005% 300% of Spell power). This spell ID was formerly used for Divine Light, now removed.
:
Now 35.6% of base mana, up from 36.0%. Imbues a friendly target with radiant energy, healing that target for 63 to 76 (+ 67.5%151.319% of Spell power) and allup to 6 allies within 10 yards for half of that amount.
Holy Shock
:
Now 7.3% of base mana, down from 8.0%. Deals 17 to 180 (+ 140% of Spell power) Holy damage to an enemy, or 111 to 119 (+ 83.3%0 (+ 140% of Spell power) healing to an ally, and grants 1 Holy Power. Holy Shock has an additional 25% chance to be a critical strikedouble the normal critical strike chance.

Infusion of Light
:
Now also increases haste by 10%.
Light of Dawn
:
Consumes up to 3 Holy Power to unleash a wave of healing energy, healing 6 injured allies within 30 yards for up to 20 to 22 (+ 15.2% of Spell power) *3]. Now a 1.5 sec cast, up from Instant.
:
Your healing spells and their multistrikes also place an absorb shield on your target for 10% of the amount healed lasting 15 sec. Does not trigger from healing caused by Beacon of Light.
: Now Holy and Retribution only. For 8 sec after you kill an enemy that yields experience or honor, your next Flash of Light will be a critical increased by 50% and has 100% increased critical strike chance.
Divine Light, Holy
: A large heal that heals a friendly target for 15910 to 17725 (+ 149% of Spell power). Good for periods of heavy damage.
Divine favor, Holy
: This is now integrated into the new Avenging Wrath.
Divine Plea, Holy
: Instantly regain 7.0% of maximum mana.
Guardian of Ancient Kings
is now removed for Retribution and Holy. The Holy version has been integrated into the new Avenging Wrath.
Holy Light, Holy
: Heals a friendly target for 8390 to 9347 (+ 78.5% of Spell power).
Inquisition, Retribution
: Consumes up to 3 Holy Power to increase your Holy Damage by 30% and critical strike chance by 10%. Lasts 20 sec per charge of Holy Power consumed.
The Art of War, Retribution
: This has been merged into Exorcism.
Judgments of the Bold
: Your Judgment hits grant one charge of Holy Power and cause the Physical Vulnerability effect.
Tower of Radiance, Holy
: Healing the target of your Beacon of Light with Flash of Light or Holy Light has a 100% chance to generate a charge of Holy Power. Now part of Beacon of Light.
Vengeance, Protection
: Each time you take damage, you gain 1.5% of the unmitigated damage taken as attack power for 20 sec.

Places a Blessing on the friendly target, increasing mastery by 3000 141. If the target is in your party or raid, all party and raid members will be affected. Players may only have one Blessing on them per Paladin at any one time.
Crusader Strike
:
10% of mana, up from 5% An instant strike that causes 125%100% weapon damage. Applies the Weakened Blows effect. Weakened Blows - Demoralizes the target, reducing their physical damage dealt by 10% for 30 sec.
Flash of Light
:
Now 20.7% of base mana, down from 37.8%. Heals a friendly target for 146 to 163 (+ 112%(+300% of Spell power).
Hammer of Wrath
:
Hurls a magical hammer that strikes an enemy for 0 (+ 161%169% of Spell power) Holy damage. Only usable on enemies that have 20% or less health.

Consumes up to 3 Holy Power to heal a friendly target for 0 (+ 49%%up to (264.591% of Spell power) per charge of Holy Power.
Judgment
:
5% of base mana, down from 12% A magic attack that unleashes the energy of a Seal to cause 8 (+ 54.6%48% of Spell power + 68.7%58% of Attack power) Holy damage. Judgment is now naturally free for Holy Paladins, and naturally generates 1 Holy Power for Retribution Paladins. Requires an active Seal to cast.
Redemption
:
Now 4.0% of base mana, down from 75.0%

No longer costs mana. Fills you with Holy Light, increasing your casting speed by 10%, improving healing spellshealing done by 5% and giving melee attacks a chance to heal you for (16% Spell power).
Word of Glory
:
1.5 sec cast time for Holy, Instant for Prot and Ret due to spec abilities. Consumes up to 3 Holy Power to heal a friendly target for 0 (+ 72.6327%up to (264.591% of Spell power) per charge of Holy Power.
Evil is a Point of View
: Your Turn Evil now also affects Humanoids and Beasts.

Draenor Perks
Draenor Perks are a new type of leveling reward in WoD. When leveling from 91-100, every other level you'll be randomly assigned one Draenor Perk each level that's appropriate to your class/spec, and when you hit 100 you'll have learned all of them. Instead of getting new abilities as you level, you'll get powerful enhancements to your existing core abilities.

Judgment

Redemption's mana cost has been reduced by 95%.
Selfless Healer
no longer causes

Holy Changes
We made several changes for Holy, to go along with other larger system changes to compensate for the removal of
Guardian of Ancient Kings
from Holy, and merged its benefits into Divine Favor. In order to follow through on our change to merge all types of Haste %, we removed the Spell Haste % from
to a Holy-only passive, so that it didn't also increase Protection's baseline Haste by 10%. Our changes to healer mana and mobility also indirectly increased the value of
Selfless Healer
by a large amount, so we brought it back down to be even in power with the other talents on its row. We also raised the range of
Denounce
to be consistent with other spells. Lastly, we adjusted the critical strike chance of
Holy Shock
, to increase the value of Critical Strike for Holy Paladins.
Avenging Wrath
now also increases all of the
Paladin
's healing by 20% for its duration.
Beacon of Light
now has a small Mana cost.
Denounce
's range has increased to 40 yards (up from 30 yards).
Holy Shock
now has twice the normal chance to critically strike (instead of having an additional 25% chance to critically strike).
Infusion of Light
now also passively increases Haste by 10%.

Protection Changes
For Protection, we tweaked
in order to reduce its massive self-healing amount, and provide better balance between talents on that row. We also added a new passive,
, in order to give defensive value to the new Multistrike stat.
's damage and cooldown were also increased, and
Sanctified Wrath
changed to buff it further, in order to give Protection Paladins more burst threat and damage, while retaining its core damage-splitting identity.
Mastery: Divine Bulwark now increases damage reduction from Shield of the Righteous by 6% (scaling with Mastery, down from starting at 8%), and causes Bastion of Glory to increase healing received from Word of Glory by 6% (scaling with Mastery, down from starting at 8%).
no longer affects the periodic healing of
. It still affects the direct healing portion of the ability.
Sanctuary
now reduces damage taken by 10% (down from 15), and no longer increases Armor.
now increases Stamina by 15% (down from 25%), and increases block chance by 5% (down from 10%).

Miscellaneous Changes
We made a few additional changes to
Paladin
s. We revised the functionality of
Hammer of the Righteous
a bit, such that its performance is about the same, but its tooltip is much clearer. We also made
much more attractive to use as an emergency button. We also revised how
interacts with Holy Power, and allowed it to once again trigger
. One big change for Retribution that isn't mentioned here is the removal of
Inquisition
(see Ability Pruning), which will have a notable effect on their rotation.
's periodic healing effect has been changed. Its duration now scales with Holy Power, instead of its healing. Its effect at 3 Holy Power remains unchanged.
Hammer of the Righteous
now deals 50% Physical weapon damage (up from 15%) to the primary target, but the primary target is no longer hit with the Holy damage.
can once again be triggered by
.
Seals no longer cost any mana.
(the Holy version of
) now deals its healing in a large burst at first, and then decreasing over time (reversed from before).
