Has anybody figured out where this schematic drops yet? I've learned everything I could from the notes and this was not one of them.

This recipe comes from 草草写下的纸条.

You must first acquire 15 of these by using 在废料中搜寻 with at least 5 一堆锈蚀的碎片 for each. The chance is random to get 5-10 per craft at over 100 Engineering.

The second requirement is using the 15 to acquire 为了便于理解而整理后的一些想法.

When used, these will give you an option of up to 3 different recipes to learn.

Finally, in order for the 为了便于理解而整理后的一些想法 to teach you the recipe it's required to have at least 15 points in the Engineered Equipment specialization.

***If you have already taken another path, I recommend learning everything you can before proceeding.
When you have learned all you can from the ideas, you'll see a message that says, "There is nothing left to invent, and you cannot be convinced otherwise."

Specialization points:
10 in Engineered Equipment > 5 in Inventor's Necessities > then learn Profession Gear (no points needed).

This unlocks the ability for one of the random recipes to be the tool.

For those who have not level Engineering, getting this recipe is not that hard, so here is how you can make it faster and cheaper:

Buy the new green engi equipment (this will help craft faster and save resources).
Level up your engineering so that you learn everything the trainer can give you.
Unlock Engineered Equipment (10 points), Inventor's Necessities (5 points), Professional Gear.
Buy or make hundreds of - (dragonflight bolts, about 10g now on AH).
Pilfer Through Parts - select your - this will give you a ton of .
Scour Through Scrap - scrap all your Pile of Rusted Scrap - you will get random items; what you need is Unrecognizable Prototype.
Disassemble Invention - select Unrecognizable Prototype; disassembling these will give you that you need to learn engi recipes. You can also disassemble other items you don't think you will use.

Combining 15 notes will give you an item that gives you a choice to select from 3 recipes. If the Aqirite Fisherfriend is not among the 3, just pick something that you may want to make in the future. For me, if one of them was a tool, I selected that, otherwise I picked randomly.

It took me about 400 serevite bolts to get this recipe, but keep in mind that getting the Unrecognizable Parts and the correct recipe are RNG.

PS You can do this with other engi items that can be turned into rusted scrap, so please check the AH for whatever is cheapest whenever you decide to get this done.

I just tested recrafting my 亚基渔友, and it did keep the buffs from my 阿加梭绸鱼线, 阿加寻猎之丝, and 阿加垂钓之丝.

This might be a stupid question but.... "Equip: +18 Khaz Algar Fishing Skill" does not give skill increase on other places than Khaz Algar? where a regular(/old) fishing rod would?
