For human rogue Cutty is located at waypoints 50, 52 in Elwynn Forest. For those without coordinates he just outside of the human starting zone standing directly beside the wall, just past the river and right before the large hill at the end of the wall. He is partially invisible so don't expect to just spot him from afar.

You will first need to pickpocket 卡蒂的筆記 from 加瑞克·帕德弗特. Once you hand this in to 卡蒂 he will give you the 殘毀符文 which you can then right click to learn.

Once you have learned it open your equipment page & right above your glove slot you will see the new rune category. Click this and you can apply the Mutilate rune to your gloves which binds the item to you. This gives you access to the ability while you have the gloves equipped which you can add to your hotbar. However, Mutilate requires daggers so if you are going to be a combat swords build you are better off with getting 暗影打擊 which is also available in the starting zone.
