To me the biggest issue of not dropping enough is not having enough drops for cloth dps in early bosses. 1st boss doesn't even drop anything cloth. I won't event start talking about lock tanks that require very specific gear that pugs insist on rolling.I mean, just as many, my guild's core dwindled on p2 so we had to pug for 1-2 persons regularly and now we see ourselves forced to join bigger groups. We may check as much as we want parses, gear, etc. Not only the person may abandon (and very frequently does) but in case the thing drops, even by the end of the phase, I'll be rolling against 5+ persons for anything worth. Those two points are making my guildies wish to just sit this phase out. The bosses may be nice but progress is impossible.
I mean, it is not really a raid tier, why the desperation to get full bis?
While I'm glad that there is good loot outside of raid in P3, having very little good loot in P3 means less raiders, which means less raids. Raiding should always have the best pve loot. It requires the most setup and coordination, the content is usually the most challenging in the game, and it takes the most time to complete. If it didnt feel right for the devs to offer more loot, they should have either added more bosses, added more usable loot, or removed the flask items. I don't want to enter a raid if the only thing I'm likely to get is a bijou.

"Other vectors like crafting...ext ext" So all the gold we scrape up from Incusrions gets dumped into consumes, leveling professions and other expensive things you have to do to be considered for Sunken Temple runs. They should at least double the tier token drops.
There may be several other avenues to get loot outside of raiding, but as long as raiding has the best and most powerful pieces, none of that matters. No one wants a bunch of gear deemed "ok", "situational", or even "good". Everyone wants BiS and nothing else will hold a candle to it, period.
As someone who didn't get into SoD, it's sad to read about poor management decisions that really effect the end user experience like this
