1H Weapon:

Dagger - Scalpel of Unrelenting Agony Spi\Haste - drop from Yor'sahj the Unsleeping
Mace - Vagaries of Time Crit\Haste + Red sox - drop from Morchok
Mace - Maw of the Dragonlord Passive aoe heal. Also, strange itemisation. Skipped in further calculations. - drop from Madness of Deathwing

Off-hand:

Shield - Timepiece of the Bronze Flight Spi\Haste + Red Sox - drop from Warmaster Blackhorn
Off-hand frill - Ledger of Revolting Rituals Spi\Haste + Red Sox - drop from Ultraxion

Compared to similar ilvl weapons, it is definetly missing either a socket or 20 int and ~ 15 secondary stats.

First lets look at most ilvl 397 weapons:
Primary Stat / Secondary(s) / Socket
Vagaries of Time 188 / 257 / Yes
Electrowing Dagger 188 / 255 / Yes
Morningstar of Heroic Will 188 / 252 / Yes
Ko'gun, Hammer of the Firelord 208 / 269 / No
Spine of the Thousand Cuts 208 / 271 / No

Now here is the dagger:
188 / 252 / No

This doesn't seem to be because of the spirit on the item. Lower item weapons with spirit have similar stat totals as those without, and other items such as the valor rings don't value spirit any differently.

For instance:
Fanged Tentacle Chelley's Sterilized Scalpel Scepter of Azshara
All have similar primary and secondary stats totals.
